Ohio Governor Mike DeWine has urged state lawmakers to enable recreational marijuana sales before the end of the year. During a recent interview with newspaper editors, Gov. DeWine said that although Ohio voters approved a measure to legalize recreational cannabis in late 2023, recreational sales won’t begin until the end of 2024.

The governor noted that Ohio is in a sort of “goofy situation” where recreational cannabis consumption and cultivation are legal, but the state still hasn’t approved retail locations to sell adult-use marijuana. As a result, black-market sellers are stepping in and taking advantage of the market gap to sell unregulated cannabis to often unsuspecting consumers.

The Republican governor called the situation a “real mess” and called on the Republican-controlled legislature to take action and remedy the issue by granting the authority to start selling legal adult-use cannabis in the state. He suggested that the state could start by allowing adult-use cannabis sales through medical marijuana dispensaries with the possibility of launching sales around 60 days after a legislature-passed initiative.

DeWine has already expressed support for a recreational cannabis regulation bill that was passed by the Senate in December and is still waiting for action by House legislators.

Researchers from the University of Split’s Medical School’s Department of Medical Humanities recently used computerized linguistic tools to gain insight into online reports of mystical psychedelic experiences. The scientists found that intense psychedelic experiences tend to be accompanied by an increase in negative emotions and mystical language in users.

While prior psychedelic-related research typically occurs in clinical settings and leverages structured questionnaires to collect information on mystical psychedelic experiences, the experiences are often limited in depth and nuance. Instead of using questionnaires, the research team analyzed self-reported experiences from actual psychedelic users to obtain new insight into the users’ experiences and learn how people describe their psychedelic experiences in their own words.

The researchers particularly focused on the presence of mystical language in these self-reported descriptions and the emotional sentiment attached to the accounts.

Study author Marija Franka Žuljević says the idea started out of curiosity due to the increasing number of self-reported accounts of psychedelic use online. Žuljević and her colleagues analyzed a massive number of psychedelic trip reports from an online forum called Shroomery.org. While the researchers settled on 7,317 reports mostly associated with psilocybin, the main psychoactive element in magic mushrooms, some of the posts involved alternative psychedelics such as DMT and LSD.

They focused on posts with a self-reported intensity level of mild to extremely intense and used a “mystical language dictionary” to initially analyze the chosen accounts. The researchers then used Linguistic Inquiry & Word Count (LIWC) software to quantify the mystical words in the accounts before deploying the VADER sentiment analysis tool to explore the negative and positive sentiments attached to the self-reported accounts.

Žuljević says the research team chose mystical experiences because they are a “very interesting concept: in the discussion about the potential health benefits of psychedelics.

The team found that 36.7% of the reports had words from the mystical language dictionary. There was also a significant correlation between psychedelic experience intensity and the use of mystical language. However, this relationship between the two wasn’t linear. Rather, it exhibited a U-shaped curve, which suggested that both profound and mild psychedelic experiences can result in the increased use of mystical language. Žuljević posited that this may be because new users are likely to interpret mild experiences as mystical simply due to their novelty.

The research team also discovered that negative sentiment and mystical language had a negative correlation with increased mystical language use, resulting in a slight decrease in negative sentiment in the overall psychedelic experience.

SB 294, authored by Senator Eric Bassler, proposes removing cannabis from Schedule I of the controlled substance list. It suggests permitting medical cannabis use for individuals with serious medical conditions, prescribed by a healthcare professional. Similar to Senate Bill 126, SB 294 proposes the establishment of a state marijuana commission to oversee the program.

HB 1146, introduced by Representative Jim Lucas, aims to establish a program allowing medical cannabis growth, testing, processing and distribution by licensed operators. Additionally, the measure makes it illegal to discriminate against people who use medicinal cannabis and also provides legal assistance to anyone found operating a car while under the influence of cannabis.

Representative Blake Johnson’s HB1282 aims to provide guidelines for Indiana’s legal marijuana cultivation and sales. House Bills 1349 and 1350, both authored by Representatives Heath VanNatter, Steve Bartles and Jake Teshka, propose decriminalizing the possession of up to two ounces of cannabis and lays out guidelines for Indiana’s legal marijuana production and distribution, respectively.

Lastly, House Bill 1410 put forth by Representative Zach Payne, would allow the sale and consumption of marijuana to anyone who is at least 18 years of age. It also requires the state’s health department to set up a system for citizens to receive medical cannabis cards, permitting anyone under the age of 18 to use the drug for medical purposes with a prescription. Furthermore, the measure also suggests exempting medical marijuana from the sales tax.

The debate over cannabis legalization in Indiana is expected to change as these proposals move through the legislative process, influenced by factors including taxation, regulations and public health.

Significant data compilation, re-drilling and data verification may be required by a “qualified person” (as defined in National Instrument 43-101 – Standards of Disclosure for Mineral Projects) before the historic estimate can be verified and upgraded to be a current mineral resource. A qualified person has not done sufficient work to classify it as a current mineral resource, and Arizona Metals is not treating the historic estimate as a current mineral resource.

The company also owns 100% of the Sugarloaf Peak Property in La Paz County, which is located on 4,400 acres of BLM claims. Sugarloaf is a heap-leach, open-pit target and has a historic estimate of “100 million tons containing 1.5 million ounces (of) gold” at a grade of 0.5 grams per ton. RapidSX™ Demonstration Plant

The Kingston, Ontario, RapidSX™ Demonstration Plant commissioning process is underway. Once commissioned, the plant is designed to demonstrate the commercial capabilities of the RapidSX technology platform.

The RapidSX demo plant will show:

  • The techno-economic advantages of the RapidSX technology platform
  • The processing of tens of tons of heavy and light mixed rare earth element concentrates in a simulated production environment
  • The platform’s ability to operate for thousands of semi-continuous run-time hours
  • Production of high-purity NdPr, praseodymium, neodymium, terbium and dysprosium rare earth elements for early OEM product qualification trials

The demo plant is located within Ucore’s 5,000-square-foot RapidSX Commercialization and Demonstration Facility and is run by its laboratory partner, Kingston Process Metallurgy Inc. (“KPM”).

RapidSX™ Technology

Innovation Metals Corp., acquired by the company in 2020, developed the RapidSX separation technology platform with early-stage assistance from the United States Department of Defense, later resulting in the production of commercial-grade, separated rare earth elements at pilot scale.

RapidSX combines the time-proven chemistry of conventional solvent extraction (SX) with a new column-based platform that significantly reduces time to completion and plant footprint, as well as potentially lowering capital and operating costs. SX is the international REE industry’s standard commercial separation technology and is currently used by all REE producers worldwide for bulk commercial separation of both heavy and light REEs.

Utilizing similar chemistry to conventional SX, RapidSX is not a “new” technology, but it represents a significant improvement on the well-established, well-understood, proven conventional SX separation technology preferred by REE producers.

Strategic Metals Complex

Ucore, engineering partner Mech-Chem Associates Inc. and KPM are developing the full-scale engineering for the company’s first Strategic Metals Complex (SMC). The SMC is a planned REE separation and rare earth oxide production plant slated to commence construction in Louisiana in 2023. It is scheduled to initially process 2,000 tons of total rare earth oxides by the end of 2024, increasing to 5,000 tons in 2026.

The company has three initial U.S.-friendly feedstock agreements in place for the Louisiana complex, along with multiple developing offtake agreements. It received a C$16 million+ incentive package offer from Louisiana Economic Development to support construction of the SMC.

Bokan-Dotson Ridge REE Deposit

Ucore has invested over C$35 million to establish and validate the Bokan-Dotson Ridge resource in preparation for mine design and permitting. Initial drilling is complete, and a Preliminary Economic Assessment has been issued. Next steps for the project include a feasibility study, detailed mine design and permit acquisition. The project can be “near shovel ready” for construction in less than 30 months after receipt of the next stage of development funding.

Market Opportunity

According to a report by Grand View Research, the global rare earth elements market was valued at $2.8 billion in 2018 and is forecast to reach a value of $5.6 billion by 2025, achieving a CAGR of 10.4% during the period. Market growth is driven by increasing demand for these elements in the manufacturing of magnets and catalysts for the automotive industry. Rising demand for electric vehicles to reduce CO2 emissions is expected to propel the use of permanent magnets in the production of EV batteries.

China is the major producer and consumer of REEs. To maintain self-sufficiency and to meet future demand, China has been raising the export tariffs on rare earth elements shipped to various countries, including the U.S., Japan, India, Brazil and the European Union. This led to the current supply-demand gap in these countries, as they rely on imports from China.

This represents a nine-fold increase, or $77.5 million jump, over the company’s revenues of $8.4 million the prior year.

These numbers bring SHRG’s sales revenues since December 2017 — when the company’s Elevate product line was released — to an impressive cumulative total of $169 million.

The CEO of OK Stone has almost two decades of experience in the engineered stone industry. He began as a production engineer, later hired as a factory manager and eventually in the role of Managing Partner an an Industrial Investment fund, focusing on investments in engineered stone. He holds a Mechanical Engineering degree and an MBA.

The Chief Marketing Officer at OK Stone has more than 15 years of experience as a sales and marketing executive in the industry. He has worked for the top tier of engineered surfaces companies as well as a significant U.S.-based engineered stone company. He has recently been Sales and Marketing Director of a fully scaled Breton equipped factory, and was previously part of the founding team at a separate Breton factory, where he worked extensively in the U.S. market.

Ronald Max is COO at OK Stone. He has more than 35 years of experience in operations and finance. He has been involved in over $4 billion in real estate transactions and has extensive expertise in complicated ownership structures such as sale-leaseback financing, ground lease bifurcations and real estate securities offerings. In addition, he has experience in creating operating budgets, financial management and industrial real estate development for highly scaled enterprises.
