Chinese electric vehicle maker XPeng is preparing to expand into South Korea, adding new pressure on local carmakers and increasing competition from China’s growing EV industry. The company recently formalized its business in Korea using the name XPeng Motors Korea and set up offices in Sinjeong-dong, Seoul. This move follows the path of other Chinese brands such as BYD and Zeekr, which have already entered the market.

Founded back in 2014, the firm has quickly become a major electric car startup in China. It is often called “China’s Tesla” because of its rapid rise and strong focus on technology. Beyond cars, the company has invested in advanced fields such as flying vehicles, humanoid robots, artificial intelligence, and future mobility.

During this year’s IAA Mobility show held in Munich earlier this month, XPeng revealed its new P7 sedan together with a humanoid robot, showing the company’s broader ambitions. South Korea has become an important target for Chinese EV firms. The country’s well-developed charging infrastructure makes it attractive for foreign automakers. With Hyundai and Kia dominating the domestic scene, Chinese firms see South Korea as both a challenge and an opportunity.

BYD, China’s largest EV producer, debuted their first model in South Korea in January this year. By the end of August, it had already delivered 1,947 units, placing it third in all imported EV brands. Encouraged by this success, BYD selected Seoul for the global debut location when it started selling the Sealion 7 SUV in September. The company is showing that Chinese brands can compete not only in entry-level cars but also in SUVs and premium models.

Zeekr, another fast-growing Chinese brand, has also entered South Korea, highlighting how quickly the competitive landscape is changing. Both BYD and Zeekr have hired well-known local execs to oversee their Korean operations. BYD appointed Cho In-chul, a former executive at the Korea operations of BMW Group, while Zeekr brought in Lim Hyun-ki, who previously headed Audi Korea. Industry watchers believe XPeng will take a similar step and soon name a Korean executive to lead its passenger car business.

As XPeng prepares its official launch, the presence of Chinese EV makers in South Korea is set to grow stronger. Their lower prices, diverse product lines, and aggressive global strategies could reshape the balance of power in one of Asia’s most competitive automotive markets. California Governor Gavin Newsom has signed a measure that halts a recent cannabis tax increase, giving the state’s cannabis industry a temporary break. 

The legislation, introduced by Assemblymember Matt Haney, received bipartisan support in both chambers before landing on the governor’s desk. Newsom approved it on Monday, just weeks before his October 12 deadline to act on pending bills. 

Haney explained that the pause is intended to strengthen the legal market, which has struggled to compete with unlicensed sellers. According to him, the legislation will keep small businesses running, protect jobs, and give voters the functioning system they intended when cannabis was legalized. 

An amendment added during the Senate’s review delayed implementation until October. The actual tax hike went into effect in July after state officials announced that the rate would rise from 15% to 19%. Advocates had hoped the budget package passed earlier this summer would include a freeze, but that did not happen. 

Newsom, along with Assembly Speaker Robert Rivas, supported halting the tax hike earlier this year. However, Senate President Pro Tem Mike McGuire reportedly kept it out of the final budget package, making Haney’s standalone bill the only path forward. 

The new law puts a hold on the tax hike for a period of five years. Originally, the proposal would have kept the lower 15% rate until mid-2030, after which regulators would review and adjust the rate every two years to ensure consistent revenue. However, the Senate Appropriations Committee amended the bill, shortening the timeframe and adding reporting requirements. As a result, the lower rate will only last until October, and state officials must provide annual reports starting in December 2026. 

Under the new law, the state’s Department of Tax and Fee Administration, in collaboration with the Department of Finance, will calculate and adjust the tax rate to make sure revenue matches what would have been collected under the previous system. The department is also tasked with estimating what cultivation taxes would have brought in and using that information to set future rates. 

The central aim of the law, as stated in the measure, is to deliver immediate tax relief to marijuana businesses. Lawmakers plan to measure the success of the policy by tracking how excise tax revenue changes over time. Reports submitted to the legislature will outline whether the pause led to gains or losses in revenue, giving policymakers data to decide on the next steps for the industry. 

Many cannabis firms are struggling under the weight of heavy tax burdens in different states. As the step taken by California is copied elsewhere, the industry could have a higher chance of thriving and creating opportunities for related verticals like the one in which entities such as Innovative Industrial Properties Inc. Projects

Arctic Project

The Arctic project is Trilogy’s flagship asset and one of the highest-grade known copper deposits in the world, with an average grade of approximately 5% copper equivalent. Located roughly 470 kilometers northwest of Fairbanks, Alaska, Arctic is a volcanogenic massive sulphide (VMS) deposit hosting copper, zinc, lead, gold, and silver. The project is at the feasibility stage and is currently undergoing permitting activities.

According to the 2023 Feasibility Study, Arctic will support a 10,000 tonne-per-day open-pit mining operation over a 13-year mine life. Based on long-term metal prices of $3.65/lb copper, $1.15/lb zinc, $1.00/lb lead, $1,650/oz gold, and $21.00/oz silver, the project demonstrates a pre-tax NPV8% of $1.5 billion and an IRR of 25.8%. After-tax, the NPV8% is $1.1 billion with a 22.8% IRR. At April 2025 spot metal prices, the after-tax NPV8% increases to $1.9 billion with a 31.1% IRR.

The project’s metallurgy supports high recoveries: 92.1% for copper, 88.5% for zinc, and 61.3% for lead. Life-of-mine payable production is projected to total 1.9 billion pounds of copper, 2.2 billion pounds of zinc, 335 million pounds of lead, 423,000 ounces of gold, and 36 million ounces of silver. Cash costs are expected to average $0.72 per pound of payable copper, with all-in costs estimated at $1.61 per pound.

Bornite Project

Located approximately 25 kilometers southwest of Arctic, the Bornite project is a large-scale carbonate replacement copper deposit with significant upside. According to the 2025 Preliminary Economic Assessment (PEA), Bornite is expected to support a 6,000 tonne-per-day underground operation over a 17-year mine life, using re-purposed infrastructure from the Arctic Project.

Bornite contains an estimated 6.5 billion pounds of inferred copper. The PEA outlines pre-tax NPV8% of $552.1 million and IRR of 23.6%, with an after-tax NPV8% of $393.9 million and IRR of 20.0%, based on a copper price of $4.20/lb. Total payable copper production over the life of mine is projected at 1.9 billion pounds.

Bornite’s mineralization occurs in stacked, stratabound zones rich in chalcopyrite, bornite, and chalcocite. A subset of the South Reef zone offers high-grade underground mining potential, further enhancing Bornite’s future optionality.

Exploration Pipeline

The Upper Kobuk Mineral Projects span 471,796 acres and include more than 30 additional mineralized prospects beyond Arctic and Bornite. These lie along two geologically distinct and highly mineralized belts: the Ambler Schist Belt and the Bornite Carbonate Sequence.

The Ambler Schist Belt features multiple VMS-style prospects along its 100-kilometer strike length, including Sunshine, Snow, Nora, Shungnak, and BT. Neighboring deposits like Smucker (Teck) and Sun (Valhalla Metals) affirm the district’s regional potential. Ten of Trilogy’s VMS prospects have been drill tested with encouraging results.

Meanwhile, the Bornite Carbonate Sequence extends 16 kilometers along the Cosmos Hills and hosts additional targets such as Pardner Hill and Aurora Mountain. These zones show strong signs of copper and cobalt mineralization and were partially tested during the Kennecott era, suggesting significant room for expansion.
