Five former White House drug chiefs and six former heads of the U.S. Drug Enforcement Administration (DEA) have warned the Biden administration that rescheduling marijuana would “supersize” the country’s cannabis industry. The former White House drug czars and DEA heads sent current DEA administrator Anne Milgram and Attorney General Merrick Garland a letter stating their opposition to the U.S. Department of Health and Human Services (HHS) recommendation that the DEA reschedule marijuana.

The HHS made the recommendation in August, nearly 11 months after President Joe Biden ordered the health agency to begin a review of marijuana’s federal status. Federal law currently classifies cannabis as a Schedule I drug with an incredibly high potential for abuse and no accepted medical use, similar to drugs such as heroin and cocaine.

Given that a multitude of studies have proven that cannabis does have medical applications and dozens of states have legalized the plant for medical use, President Biden and the HHS believed a review of cannabis was in order. However, a letter sent to the DEA administrator and the U.S. attorney general noted that moving cannabis from Schedule I to Schedule III would have the potential to supersize America’s cannabis industry through the provision of tax relief and normalize the market even further.

Furthermore, the letter noted that rescheduling cannabis and limiting criminal penalties for trafficking would eliminate a crucial tool used by federal agents to prosecute drug cartels.

That claim is contested by legal experts who point out that marijuana trafficking penalties aren’t tied to the controversial plant’s federal status under the U.S. Controlled Substances Act (CSA). Cannabis trafficking penalties are typically based on weight, resulting in stiffer penalties for individuals who traffic large amounts of cannabis. As such, federal drug policy attorneys such as Shane Pennington say it is unlikely that rescheduling cannabis would also reduce penalties for trafficking offenses.

Some scholars say rescheduling cannabis at the federal level would have an impact on criminal penalties under the Controlled Substances Act. If the DEA does reschedule cannabis, prosecutors and judges would have the discretion to impose lower penalties for cannabis-related offenses like trafficking.

The letter to the DEA administrator and attorney general also says that rescheduling the drug would provide an opportunity for businesses to avoid IRS Section 280E and deduct business expenses, resulting in a supersized industry.

All that the cannabis industry, including major enterprises such as Trulieve Cannabis Corp. (CSE: TRUL) (OTCQX: TCNNF), hope is that federal marijuana policy is revised to let the industry operate as freely as actors in other sectors.

The European Union’s Council has enacted a directive to improve coordination between national tax agencies, specifically concerning crypto asset transactions. The Oct. 17, 2023, announcement represents a substantial change in the way the EU regulates crypto assets, indicating a proactive stance toward the economy’s fast digitalization. The directive proposes extensive modifications to EU regulations on administrative cooperation in taxation.

This momentous move complies with recommendations made by the council in its report on tax matters to the European Council on Dec. 7, 2021. It indicated expectations that the European Commission would present a legislative proposal in 2022 for an additional revision of Directive 2011/16/EU on administrative cooperation in the field of taxation (DAC), which deals with the sharing of data on tax rulings for high-income individuals and crypto-assets.

The council approved the proposed revisions to the directive on May 16. Subsequently, the EU Parliament provided its input on the directive on Sept. 13, 2023, as part of the consultation process. The primary objective of the directive is to reinforce the existing legal framework by expanding the scope of registration and reporting responsibilities while also enhancing overall administrative coordination among tax authorities.

A crucial element of this effort involves incorporating additional asset and income categories, with a specific focus on digital assets. These new regulations mandate the automatic exchange of information between tax agencies, which must be provided by crypto-asset providers.

The EU has long recognized the challenges posed by the decentralized nature of crypto assets in ensuring tax compliance across member states. According to the union, the intrinsically transnational nature of crypto assets demands strong international administrative collaboration to guarantee efficient tax collection.

This directive represents the EU’s response to these challenges and encompasses a wide array of crypto assets, including e-money and decentralized tokens, stablecoins and certain NFTs. The directive is integral to the EU’s standard rules governing national fiscal and monetary policies, which apply uniformly to all member states. The regulations aim to alleviate macroeconomic imbalances, encourage convergence and guarantee the sustainability of public finances.

Nadia Calviño, the acting first vice president of Spain and minister for digitalization and economy, stated that this move aims to reach a balanced agreement by the end of the year, maintaining the economic and monetary union and setting the way for sustainable growth and budgetary prudence.

The directive received unanimous approval from member states within the council. It is now set to be published in the Official Journal and will come into effect 20 days after that.

Electric vehicles are leaps and bounds ahead of conventional fossil-fuel-powered cars in terms of reducing carbon emissions, but they are still inferior in terms of charging, or refueling speeds. The average diesel or petrol-powered car can fill up in only a minute or two while a level 2 electric vehicle charger can provide an electric car with anywhere from 10 to 75 miles of range for every hour of charging. Fortunately, EV drivers can bump charging speeds by taking into account certain factors before, during and after they charge their vehicles.

If your electric car is charging slowly, factors such as loads, temperature and battery state of charge may be impacting your charging speeds. Ideally, the best way to increase EV charging speeds is to either install a more robust charger at home, leverage superfast charging public infrastructure or purchase a more modern electric car equipped with fast-charging technology.

Battery state of charge (SoC) is also critical to EV charging speeds. It refers to the ratio of your EV battery’s available capacity and the maximum charge it can hold. EV batteries with a higher SoC tend to charge slower than batteries with a lower SoC. As a higher SoC battery reaches its maximum capacity, the charging process has to be slowed to limit electrical strain and avoid damaging the battery.

As such, you don’t have to worry if your EV charges more slowly as it nears capacity. It’s a normal process designed to protect your battery from degradation and extend its lifetime.

On the other hand, temperature is a factor that does have the potential to damage your battery, especially if it is exposed to extreme temperatures for an extended period. Your battery management system will reduce charging speeds in high temperatures to prevent overheating and increase its longevity. Low temperatures reduce conductivity and efficiency in the battery and reduce the rate of charge. Furthermore, low temperatures force the battery management system to use more energy to raise the battery’s internal temperature to the optimal 20°C, which also increases charging times.

Additional loads such as heating, air conditioning, lights and the radio can also increase charging times because these loads continuously draw energy from the battery while it charges. Turning off these loads while you charge your EV can cut down your charging times. You can also improve your charging speed by choosing charger stations that currently aren’t being used by other motorists.

Plugging your EV into a charger that’s also servicing another car means the available power is split between two vehicles, which slows the rate of charge. Many electric vehicles also come with voltage limits that place a limit on their rate of charge. If your electric car has a low voltage limit, there likely isn’t anything you can do to increase its charging speeds. Switching to a newer model from carmakers such as Cenntro Electric Group Ltd. (NASDAQ: CENN) or another brand could allow you to own an EV that charges much faster.

Coal’s contribution to human industrialization cannot be understated; the fossil fuel acted as a relatively efficient source of power during the Industrial Revolution, making it possible to convert iron ore into iron cheaply. Projects

PCH Project-Brazil

The PCH project hosts REE mineralization in both ionic clays developed from the weathering of alkaline granites and in-situ rare earth mineralization associated with the underlying granite and a carbonatite intrusion to depths greater than 100 meters. Sampling data shows enrichment in rare earth minerals to depths of between eight meters and +30 meters.

In early 2023, Appia announced a definitive agreement to acquire a 70% interest in the PCH Project, which is 17,551 hectares in size and located in the Tocantins Structural Province of the Brasília Fold Belt, Goiás State, Brazil. It is classified as an alkaline intrusive rock occurrence with the potential for highly anomalous REE and Niobium mineralization.

The region around Iporá, a city located roughly 30 km from the PCH Project, has significant mineral exploration and mining activity and well-developed infrastructure.

In July 2023, Appia commenced an aggressive auger and reverse circulation (RC) drill campaign to delineate a potential resource estimate at the PCH project. Initial results at the site revealed significant exploration potential with impressive values that often surpass known ionic clay deposits in Brazil, particularly for the highly valuable heavy rare earths Terbium and Dysprosium.

The auger holes drilled at Target 4 have exhibited a range of total REE grades, ranging from 274 ppm to 16,648 ppm (1.66%), with an average of 1,291 ppm total REE. The valuable rare earths used in magnet applications – praseodymium, neodymium, terbium and dysprosium (Pr, Nd, Tb, and Dy) plus yttrium (Y) accounted for approximately 14% of total rare earths, reaching a maximum of 28.4%. Notably, the deposit also contains anomalous values of niobium and scandium, with average values of 736 ppm for Nb and 62 ppm for scandium in a composite sample from Target 4.

Heavy rare earths (HREEs) show maximum values of 1,624 ppm and average values of 1,291 ppm, primarily as terbium and dysprosium. Light rare earths (LREEs) show maximum values of 14,024 ppm (1.54%) with an average of 1,145 ppm. Neodymium and praseodymium, the main magnetic light rare earths, show respective maximum values of 3,131 ppm (Nd) and 885 ppm (Pr) and average values of 216 ppm (Nd) and 61.7 ppm (Pr). The overall HRRE/LREE ratio has a maximum of 39.5% and an average value of 16.67%.

Alces Lake Project – Saskatchewan

Appia’s Alces Lake project, located in northern Saskatchewan, encompasses some of the highest-grade total and critical REEs and gallium mineralization in the world, hosted within several surface and near-surface monazite occurrences that remain open at depth and along strike.

Following the company’s acquisition of additional new mineral claims in the area in February 2023, Appia’s Alces Lake claim block now totals 38,522 contiguous hectares (95,191 acres) – 100% owned by the Company.

Appia announced the completion of a NI43-101 technical report on the property in June 2023, providing an update on exploration previously reported in March 2021.The report is available on SEDAR under the company’s profile.

Extensive diamond drilling and geophysics surveys are underway to explore a more than 25-kilometer structural corridor. In July 2023, the company issued an update on its diamond drill program having completed the first phase of drilling at the project’s Magnet Ridge Zone to further test the extent of the mineralization to the south south-east (SSE). President Stephen Burega noted the presence of “continued mineralization at significantly thicker intercepts.”

As part of its 2023 exploration program at Alces Lake, Appia plans to target priority areas that extend SSE from the Wilson, Richard, Charles, Bell, Ivan, Dylan, Dante and AMP zones through the Magnet Ridge Zone and beyond, covering an area extending approximately 20 kilometers in length and 5 to 7 km in width. Appia will also undertake reconnaissance drilling on priority regional geological and geophysical targets in the Western Anomaly area.

Other Projects

  • Appia holds a total of 75,314 hectares (186,106 acres) of land on four uranium claim blocks in the prolific Athabasca Basin (Loranger, North Wollaston, Eastside and Otherside). Exploration plans for these properties are expected to be announced once permits are in hand.
  • Appia also has a 100% interest in 12,545 hectares (31,000 acres), with rare earth element and uranium deposits over five mineralized zones, in the Elliot Lake Camp, Ontario.

RENB-DC11

Renovaro’s product development strategy is anchored in the use of “non-self” or allogeneic cells that enhance targeted immune response. Its lead candidate, RENB-DC11, is an innovative therapeutic vaccination platform that could potentially be used to induce life-long remissions from some of the deadliest solid tumors.
Treatment with RENB-DC11 has now been shown to significantly reduce the size of human pancreatic tumors in humanized mice in three independent studies. The reduction in tumor size correlated with statistically significant increases in key components of an immune response.

Pre-IND was completed in June 2023, with IND filing forecast for first half of 2024. First in-human Phase I/IIa trials are predicted shortly after in H1 of 2024, including pancreatic and other solid tumors with poor treatment options and life-expectancy.

Renovaro believes that RENB-DC11 could represent the most promising and effective strategy to achieve life-long remission for a number of common and deadly tumors.

In addition to its lead oncology platform, Renovaro’s development pipeline includes a platform targeting infectious diseases, including:

  • RENB-HV12 – An engineered allogeneic T-Cell vaccine, this therapeutic HIV vaccine candidate enhances immune infiltration, immune killing and immune surveillance. Potential pre-IND submission is planned for first half of 2024, with IND-submission expected in second half of 2024.

  • RENB-HV01 – Caring Cross, a non-profit corporation, has shown that its proprietary CAR-T cells cure HIV in a mouse model. Studies in humans have begun. Renovaro has entered into a profit-sharing sublicense with Caring Cross and would share in profits if the product is commercialized.
  • RENB-HB01 – This therapeutic approach aims to eliminate all HBV rapidly (“seek and kill”) with a two to three dose treatment regimen. It is expected to be applicable for early disease to maximize impact with low risk of toxicity. Pre-IND comments have been received from the FDA for its AAV-delivery system.
    LOI to Merge with GEDi Cube International Ltd.

On August 9, 2023, Renovaro announced its execution of a binding, exclusive letter of intent to merge a subsidiary with cutting-edge health AI company GEDi Cube International Ltd. The combined company is expected to create a potential multiplier effect to accelerate earlier diagnosis, more effective therapy, and precision in silico drug discovery.

GEDi Cube’s innovative technology, developed over nearly a decade, has already validated earlier diagnoses of lung cancer in humans at a leading university hospital. GEDi Cube has likewise created the early diagnosis technology for 12 additional cancers, including pancreatic and breast cancer.

This hole is in the core of the deposit, infilling a 50-m gap between holes KM-21-41 and KM-23-105, and demonstrating excellent continuity of grade and thickness in this region of the deposit (Figures 1 and 2).

Hole KM-23-116 returned three separate mineralized intervals, including 21.9 m at 1.3% CuEq , which includes 1.4 m at 5.7% CuEq .

Hole KM-23-114 intersected five separate mineralized intervals, including 22.1 m at 0.6% CuEq and 3.7 m at 1.2% CuEq .

Arizona Metals Corp. (TSX: AMC) (OTCQX: AZMCF) is a mineral exploration company engaged in advancing precious and base metal deposits in the state of Arizona. Significant data compilation, re-drilling and data verification may be required by a “qualified person” (as defined in National Instrument 43-101 – Standards of Disclosure for Mineral Projects) before the historic estimate can be verified and upgraded to be a current mineral resource. A qualified person has not done sufficient work to classify it as a current mineral resource, and Arizona Metals is not treating the historic estimate as a current mineral resource.

The company also owns 100% of the Sugarloaf Peak Property in La Paz County, which is located on 4,400 acres of BLM claims. The COVID-19 NanoAb development agreement is part of a broader five-year research collaboration agreement signed in March 2022 covering discovery, development and commercialization of NanoAbs for several other disease indications with large market medical needs, including asthma, psoriasis, macular degeneration and psoriatic arthritis.

Academic research teams from MPG and UMG have verified strong affinity by the new NanoAbs to their biological target molecules and high thermostability. Based on the promising results, Scinai will focus development efforts beginning with the following NanoAbs:

  • NanoAbs targeting IL-17 as drug candidates for the potential treatment of psoriasis and psoriatic arthritis
  • NanoAbs targeting IL-13 and NanoAbs targeting TSLP as drug candidates for the potential treatment of asthma

These are conditions for which the antibody target is validated by existing treatments and the mechanism of action is well understood. Both represent large medical needs and growing markets. Scinai anticipates preclinical proof-of-concept for at least one of these NanoAbs in 2023. Market Opportunity

The rapid growth of e-commerce over the last decade is expected to continue for the foreseeable future. According to data published by Forbes, roughly 20.8% of all retail purchases are expected to take place online in 2023, accounting for total sales of $6.31 trillion worldwide. It total, e-commerce sales are expected to grow by 10.4% YoY in 2023, accounting for a whopping 24% of all retail purchases by 2026.

For NextPlat, existing partnerships in the industry could be key to capitalizing on this growth. Industry reports suggest that the global health care e-commerce market will expand at a compound annual growth rate of 16.8% from 2022 to 2030, climbing to a value of more than $1.37 trillion by the end of the forecast period.
