Last week, Anthropic AI announced that it had raised a $4 billion investment from Amazon.com. Anthropic was founded in 2021 by former executives at OpenAI, Daniela and Dario Amodei. A few months ago, the Competition and Markets Authority released a statement noting that the partnership between Anthropic and Amazon wouldn’t undergo an extensive inquiry as this matter wasn’t under its jurisdiction.

Attorney General Ken Paxton of the state of Texas is suing Dallas over its proposal that decriminalizes cannabis in the city. The suit names the defendants as the city council of Dallas; Kimberly Bizor Tolbert, the city’s interim manager; Mayor Eric Johnson; and Michael T. Igo, the city’s interim Chief of Police.

The charter amendment in question, Proposition R, was approved by 67% of voters in the city during elections. It was placed on the ballot by Ground Game Texas, a group focused on advancing social justice while strengthening democracy.

Despite the favorable win, Paxton argued in a press release that cities couldn’t pick and choose which state laws they’d follow. The new charter proposal directs that the state’s department of police stop making arrests for Class A or B misdemeanor cannabis possession and issuing citations for the same.

Another section of the proposal forbids city personnel or funds from being used to carry out testing on any marijuana-related substance to determine whether it meets the legal definition of cannabis under both federal and state laws. In addition to this, it stresses that law enforcement officers cannot consider the smell of cannabis as probable cause for search and seizure.

The amendment notes that police officers who are found to be in violation of this policy shall be punished.

Paxton explained that the city of Dallas had no authority to prohibit law enforcement from enforcing the state’s drug laws, let alone the authority to override these laws. He added that this was an attempt to violate the state’s constitution, noting that any city that tried to constrain law enforcement in this manner would be sued by his office.

The attorney general has already sued other cities like Denton and Austin for approving similar ordinances. Earlier this year, the AG stated in a press release that he would not stand by as cities violated state law deliberately and promoted the use of illegal drugs that harmed communities in Texas.

The city council adopted the election’s results last week, with Council Member Cara Mendelsohn of District 12 moving to add a clause that clarified that if the proposal conflicted with state law, it wouldn’t be enforced until and unless state law changed. Mendelsohn wasn’t successful though, with her motion failing despite her argument that the charter amendment violated state law.

Others that agreed with Mendelsohn included Mayor Eric Johnson of Dallas and Council Member Gay Donnell Willis of District 13.

The wider marijuana industry, including firms like Green Thumb Industries Inc. Recent vehicle sales data has revealed that buyers in the European Union are still shying away from pure electric vehicles in favor of hybrids. Figures from the European Automobile Manufacturers Association (ACEA) also show that there has been a slight increase in monthly electric vehicle registrations despite a modest reduction in year-on-year sales.

October was a relatively good month for the EU’s vehicle segment as new vehicle registrations were up for the first time in several months, growing by 2.4% from the previous month’s sales. However, year-on-year sales dropped by 4.9% from October 2023 to October 2024, bringing electric vehicles’ share of the total vehicle market to 14.4%.

Plug-in hybrid sales were also down by 7.2% in October with a 7.9% year-on-year decline, bringing the share of plug-ins from 8.4% in 2023 to 7.7% in October 2024. Nonetheless, hybrids were the only class of alternative energy vehicles that enjoyed decent sales last month. The ACEA reports that hybrid registrations were up by 17.5% in October and their market share was up to 33.3%.

Hybrid electric vehicle registrations also surpassed internal combustion engine (ICE) vehicle registrations in the EU for the second month in a row. Drivers may prefer hybrids over fully electric cars as they have a less steep learning curve and as well extended range through the inclusion of a combustion engine.

According to the ACEA, a 26.6% fall in new vehicle registrations in Germany was largely responsible for the overall decline in European vehicle sales. With customers still preferring hybrids over BEVs, new Tesla registrations in the EU fell by a whopping 21% in October 2024 compared to October 2023, bringing the electric vehicle giant’s share of the EU’s vehicle market to 11.4%.

Tesla is the bestselling EV maker on the globe and its sales numbers are often seen as a metric of how the EV industry is performing. A decline in Tesla sales likely indicates an overall drop in electric vehicle sales, especially in Western markets like the EU where customers have barely any alternatives to the Texas-based automaker.

Petrol vehicles now make up 30.8% of the EU auto market down from 33.3% in October 2023, the ACEA notes, with France reporting the largest drop in petrol car registrations at -32.7% while Germany was on the other end of the spectrum with a 3.7% increase in petrol vehicle registrations.

The high-grade Storm Copper Deposit is located 112 kilometers south of the community of Resolute Bay, Nunavut, on western Somerset Island, just south of the past-producing Polaris Pb-Zn Mine. The site is notable as the only combined U.S. graphite flake and vein graphite source. Vein graphite is ideal for energy storage applications, because it requires fewer steps to achieve purity than synthetic alternatives and is therefore far less environmentally damaging. This is expected to play a key role in the project’s development as demand for electric vehicles continues to surge.

In March 2023, the company announced its submittal of permit applications to the Bureau of Land Management in respect of its exploration of the Ruby Graphite Project. Its initial drill program, expected to take place in the summer of 2023, includes plans for 3,500 total meters of drilling, cored to an average depth of 130 meters. The targets for this drill program have been identified using historical data from original mine operations and data gathered for the initial 43-101 technical report on the project, dated January 31, 2023.

ZigZag Lithium Property

Located in the Thunder Bay Mining Division of Ontario, the ZigZag Lithium Property consists of eight mining claims spanning roughly 2,710 hectares. CNM-Au8

CNM-Au8, Clene’s lead asset, is a highly concentrated aqueous suspension of catalytically active, clean-surfaced, faceted gold nanocrystals. Multiple pathogenic insults contribute to neuronal death. Mitochondrial dysfunction and NAD+ decline is a common final pathway in neurodegeneration, with NAD+ as a critical determinant of cell survival and function. CNM-Au8’s catalytic mechanisms target the energetic deficits, oxidative stress and accumulation of misfolded proteins that are common to many neurodegenerative diseases.

The unique catalytic mechanism of action of CNM-Au8 is hypothesized to act as a neuroprotective and remyelinating therapy in neurodegenerative disease states in order to: (1) drive, support and maintain beneficial metabolic and energetic cellular reactions within diseased, stressed and/or damaged cells, (2) directly catalyze the reduction of harmful, reactive oxygen species (“ROS”) and (3) promote protein homeostasis via activation of the heat shock factor-1 pathway, recognized to dampen the cytotoxicity caused by misfolded and denatured proteins, which are known to occur ubiquitously in neurodegenerative diseases.

CNM-Au8 is used in combination with other agents, has no known drug-drug interactions, and is designed to improve function and survival. The clinical effects of both function and survival were seen in its clinical ALS trials, as earlier announced.

More than 500 estimated years of collective exposure across ALS, MS, and Parkinson’s disease participants in CNM-Au8 clinical trials and Expanded Access Protocol (compassionate use) programs have been recorded without any observed safety signals.

Projects

The Albert Lake Project

The Albert Lake Project comprises 90,460 hectares of lands located in north-central Saskatchewan, with over 80,000 hectares currently unexplored. The project is host to the historic Rottenstone Mine, a high-grade, open pit nickel sulfide past producer that was active from 1965 to 1969 and yielded ~26,000 tonnes of 3.3% Ni, 1.8% Cu, and >9 g/t Pd-Pt+Au.

The geological setting of the Albert Lake Project is within the Trans Hudson Orogeny (Corridor), which is host to numerous world-class nickel mining camps including the Thompson Nickel Belt (currently operating with more than 5 billion pounds of nickel produced since 1959), Lynn Lake (past producer) and Raglan Nickel Belt (currently operating with more than 39,000 tons of nickel produced in 2020).

The project is fully permitted. Exploration plans for 2024 include drilling a high-priority target located approximately 2km south of the historic Rottenstone Mine along with drilling other high-priority targets. Additional soil geochemistry, surface geophysical programs and geological mapping and prospecting will be performed during the summer field season.

The Gochager Lake Project

The Gochager Lake Project in northern Saskatchewan, also in the prolific Trans Hudson Corridor, was recently expanded through the addition of the contiguous Watt’s Lake property and direct staking, bringing its total land area to 22,620 hectares.

The Gochager Lake property is host to a historic resource defined by drilling in 1966-1967 consisting of 4.2 M tons grading 0.29% Ni and 0.08% Cu. Recent drilling by Fathom has defined multiple very robust off-hole borehole electromagnetic (BHEM) responses in eight of nine holes drilled in 2023 and three historic drill holes probed. There is very strong evidence of multiple, high-grade nickel-copper-cobalt steeply oriented chutes within the historic Gochager Lake Deposit.

Prior to Fathom exploration in 2023 and since 1970, exploration at the property has been limited to small drill programs in 1989-1990 and 2018. Exploration plans for 2024 include expanded surface geophysical programs, drilling and continued BHEM surveys to expand tons and increase the grade of the historic Gochager Lake deposit. Summer exploration will consist of soil geochemistry, mapping, prospecting and additional surface geophysical programs focused on identifying other Gochager-like deposits within the current land package.

Market Opportunity

Nickel plays a crucial role in clean energy technologies, and that is expected to cause demand to well outstrip supply for the foreseeable future.

With an annual market value of around $35 billion, nickel demand is projected to rise due to its intensive use in lithium-ion batteries used to power EVs. However, new discoveries of nickel sulfide deposits (currently the most reliable source for battery-grade class 1 nickel) have been rare, which could constrain class 1 nickel supply in the coming years.

According to Deloitte’s global EV forecast, total EV sales will grow from 2.5 million in 2020 to 11.2 million in 2025, reaching 31.1 million by 2030 and representing approximately 32% of the total market share for new car sales. Over the next 10 years, the EV market is projected to see a CAGR of 29%, with increased demand for nickel expected to be comparable.

Ian Fraser, P.Geo., is CEO, VP Exploration and Co-Founder of Fathom Nickel. His experience includes resource interpretation and development of the Casa Berardi Gold Mine and Komis Gold Mine, as well as the Cisneros Gold Mine in Colombia.

Doug Porter, CPA, CA, CBV, is President, CFO and Director of Fathom Nickel. He is a senior financial and accounting executive with specific emphasis in resource company management. His career includes positions with Elan Coal Ltd., Altitude Resources Ltd. and StimWrx Oilfield Services Ltd.

An analysis from Mordor Intelligence, a market research and advisory firm, estimates the e-bike market to be worth $34.98 billion in 2024 and projects it will expand to reach a value of $51.78 billion by 2029, representing a CAGR of 8.16% during the forecast period.

Mordor attributes forecast market growth primarily to the increasing adoption of electric bikes as a mode of daily transportation around the world. The market is seeing an upsurge in unit sales based on their attractive consumer characteristics, including health benefits, affordability and convenience.

The North American electric bike market is growing as the preference for low-speed two- and three-wheelers has increased in recent years. Various bike-sharing operators are including electric bikes in their fleets, which is expected to support the sales growth of these bikes in the near future.

CNS Pharmaceuticals Inc. (NASDAQ: CNSP) is a clinical stage biotechnology company specializing in the development of novel treatments for primary and metastatic cancers of the brain and central nervous system.

The company was founded in 2017 and is headquartered in Houston, Texas.

Organ Targeted Therapeutics

The company’s lead drug candidate, Berubicin, is proposed for the treatment of glioblastoma multiforme (“GBM”), an aggressive and incurable form of brain cancer. Berubicin also has potential to treat other central nervous system malignancies. Based on limited clinical data, Berubicin appears to be the first anthracycline to cross the blood brain barrier in the adult brain, and it was the subject of a successful Phase 1 study which found the MDT and produced efficacy data as well.

CNS holds a worldwide exclusive license to the Berubicin chemical compound. The company has acquired all requisite data and know-how from Reata Pharmaceuticals Inc. related to a completed Phase I clinical trial of Berubicin in malignant brain tumors. In this trial, 44% of patients experienced a statistically significant improvement in clinical benefit. In 2017, CNS entered into a collaboration and asset purchase agreement with Reata.

CNS intends to explore the potential of Berubicin to treat other diseases, including pancreatic and ovarian cancers and lymphoma. The company is also examining plans to develop combination therapies that include Berubicin.

CNS estimates that more than $25 million in private capital and grants were invested in Berubicin prior to the company’s $9.8 million IPO in November 2019.

CNS intends to submit an IND for Berubicin during the fourth quarter of 2020 and expects to commence a Phase II clinical trial of Berubicin for the treatment of GBM in the U.S. in Q1 2021. A sub-licensee partner was awarded a $6 million EU/Polish National Center for Research and Development grant to undertake a Phase II trial of Berubicin in adults and a first-ever Phase I trial in pediatric GBM patients in Poland in 2021.

The company’s second drug candidate, WP1244, is a novel DNA binding agent licensed from the MD Anderson Cancer Center. In preclinical studies, WP1244 proved to be 500-times more potent than the chemotherapeutic agent, daunorubicin, in inhibiting tumor cell proliferation. The company has entered into a sponsored research agreement with the MD Anderson Cancer Center to further the development of WP1244.

CNS Pharmaceuticals recently engaged U.S.-based Pharmaceutics International Inc. and Italian BSP Pharmaceuticals SpA for the production of the Berubicin drug product. The company has implemented a dual-track manufacturing strategy to mitigate COVID-19-related risks, diversify its supply chain and provide for localized availability of Berubicin. CNS has already completed synthesis of Berubicin’s active pharmaceutical ingredient (API) and has shipped the API to both manufacturers in order to prepare an injectable form of Berubicin for clinical use.

Global Brain Tumor Therapeutics Market

The high recurrence rate of malignant brain tumors is due to reappearance of focal masses, indicating that a sub-population of tumor cells in these cancers may be insensitive to current therapies and may be responsible for reinitiating tumor growth. This necessitates the development of newer drugs in the market that demonstrate greater efficacy in treating such aggressive cancers.

A global increase in neurological disorders has placed increased attention on cancers of the brain over the past decade.
