Wisconsin Democratic lawmakers recently introduced legislation that would legalize marijuana for both recreational and medical use, renewing a long-running debate as the state continues to lag behind nearby Midwestern neighbors on cannabis policy. Michigan and Illinois already permit recreational cannabis, while Minnesota has moved in the same direction. Wisconsin, by contrast, still treats most marijuana possession as a crime.
GOP lawmakers have previously put forward their own marijuana-related proposals, though those plans have focused narrowly on medical use under strict oversight.
Meanwhile, Democrats are calling for broader access that includes recreational sales. They argue that their bill reflects shifting national attitudes and recent changes to federal hemp policy, which they argue have created uncertainty for farmers and small businesses. They contend that broader legalization would provide clarity, generate revenue, and reduce arrests for low-level offenses.
Under the Democratic proposal, adults 21 and older would be allowed to purchase and possess marijuana for recreational purposes. Medical cannabis would be available to adults over 18, as well as minors with approval from a parent or guardian. The bill also includes language allowing the state to revisit past cannabis-related convictions and outlines a licensing system for cultivation and retail sales.
Advocates say agriculture could be one of the biggest beneficiaries. Phillip Scott, who leads the Wisconsin Hemp Farmers & Manufacturers Association, said a legal cannabis market could create thousands of jobs and keep production local, rather than pushing consumers to neighboring states.

Instead, recent Republican efforts have centered on hemp regulation. Wisconsin’s hemp industry expanded rapidly after the 2018 federal farm bill created a legal gray area for low-dose THC products. That loophole was closed late last year during negotiations to end the 2025 government shutdown, leaving producers scrambling to adjust.
Since then, bipartisan proposals have emerged to reshape hemp oversight. One would adopt a tiered regulatory model similar to alcohol distribution. Another would largely preserve the current market while adding safety and labeling requirements for products such as beverages, vapes, and gummies.
Even with competing ideas on the table, Democratic lawmakers say discussions with Republicans are ongoing as debate over the newly introduced legalization bill continues.

On Wednesday, the UN Secretary General Antonio Guterres unveiled a list of nominees from which the General Assembly will select individuals who will constitute a scientific panel mandated to assess and make recommendations on how artificial intelligence can transform lives across the world.
During a media briefing, Guterres said AI was moving at the speed of light and the world needed a shared understanding of the technology so that appropriate guardrails could be built so that innovation could be unlocked for the good of everyone and cooperation could be fostered on this technology around the world. He emphasized that this new panel would play an instrumental role in helping the globe to separate fakes from facts while also helping to distinguish slop from science.
The Independent International Scientific Panel traces its roots back to 2023 in the wake of the introduction of ChatGPT and an explosion of interest in AI. At the time, the Secretary General called a group of top academics and technologists and asked them to come up with recommendations geared at promoting safe governance of AI.
The group conducted detailed discussions and proposed a vision through which AI governance could be done in ways that benefit humanity. One of the recommendations they made was that a scientific panel that was independent yet UN-supported needed to be created. This international panel, according to Guterres, will now help in closing knowledge gaps on AI and analyze real impacts of the technology on different societies and economies.
The selected panelists will undertake deep dives and exchange ideas on priority AI areas like energy, education and health, and also share the cutting-edge research on the technology.
The panelists nominated were selected based on a broad range of factors like their globally-acknowledged AI expertise, gender balance requirements and geographical representation. In total, 21 men and 19 women were shortlisted to be considered for membership on this scientific panel.
They include Maria Ressa from the Philippines. She is a Nobel Peace Prize winner and a renowned journalist. Prof. Sonia Livingstone from the UK was also nominated. She works at the London School of Economics and also advises on media rights and literacy in the digital era. Other nominees include Balaraman Ravindran from India. He is the Indian Institute of Technology’s data and AI department head.
The diverse membership of the panel is geared at bringing to the table different ways of looking at geopolitical tensions, divergent views on AI regulation and other divergent viewpoints on matters related to AI.
The UN General Assembly will make a decision on the panel’s membership on February 12 and the selected panel will then be expected to deliver its maiden report in July this year. This panel builds on the UN mandate to advance common understanding on evolving issues.

Projects
Arctic Project
The Arctic project is Trilogy’s flagship asset and one of the highest-grade known copper deposits in the world, with an average grade of approximately 5% copper equivalent. Located roughly 470 kilometers northwest of Fairbanks, Alaska, Arctic is a volcanogenic massive sulphide (VMS) deposit hosting copper, zinc, lead, gold, and silver. The project is at the feasibility stage and is currently undergoing permitting activities.
According to the 2023 Feasibility Study, Arctic will support a 10,000 tonne-per-day open-pit mining operation over a 13-year mine life. Based on long-term metal prices of $3.65/lb copper, $1.15/lb zinc, $1.00/lb lead, $1,650/oz gold, and $21.00/oz silver, the project demonstrates a pre-tax NPV8% of $1.5 billion and an IRR of 25.8%. After-tax, the NPV8% is $1.1 billion with a 22.8% IRR. At April 2025 spot metal prices, the after-tax NPV8% increases to $1.9 billion with a 31.1% IRR.
The project’s metallurgy supports high recoveries: 92.1% for copper, 88.5% for zinc, and 61.3% for lead. Life-of-mine payable production is projected to total 1.9 billion pounds of copper, 2.2 billion pounds of zinc, 335 million pounds of lead, 423,000 ounces of gold, and 36 million ounces of silver. Cash costs are expected to average $0.72 per pound of payable copper, with all-in costs estimated at $1.61 per pound.
Bornite Project
Located approximately 25 kilometers southwest of Arctic, the Bornite project is a large-scale carbonate replacement copper deposit with significant upside. According to the 2025 Preliminary Economic Assessment (PEA), Bornite is expected to support a 6,000 tonne-per-day underground operation over a 17-year mine life, using re-purposed infrastructure from the Arctic Project.
Bornite contains an estimated 6.5 billion pounds of inferred copper. The PEA outlines pre-tax NPV8% of $552.1 million and IRR of 23.6%, with an after-tax NPV8% of $393.9 million and IRR of 20.0%, based on a copper price of $4.20/lb. Total payable copper production over the life of mine is projected at 1.9 billion pounds.
Bornite’s mineralization occurs in stacked, stratabound zones rich in chalcopyrite, bornite, and chalcocite. A subset of the South Reef zone offers high-grade underground mining potential, further enhancing Bornite’s future optionality.
Exploration Pipeline
The Upper Kobuk Mineral Projects span 471,796 acres and include more than 30 additional mineralized prospects beyond Arctic and Bornite. These lie along two geologically distinct and highly mineralized belts: the Ambler Schist Belt and the Bornite Carbonate Sequence.
The Ambler Schist Belt features multiple VMS-style prospects along its 100-kilometer strike length, including Sunshine, Snow, Nora, Shungnak, and BT. Neighboring deposits like Smucker (Teck) and Sun (Valhalla Metals) affirm the district’s regional potential. Ten of Trilogy’s VMS prospects have been drill tested with encouraging results.
Meanwhile, the Bornite Carbonate Sequence extends 16 kilometers along the Cosmos Hills and hosts additional targets such as Pardner Hill and Aurora Mountain. These zones show strong signs of copper and cobalt mineralization and were partially tested during the Kennecott era, suggesting significant room for expansion.
Together, these assets form the foundation of a multi-decade development and discovery platform in one of the most prospective undeveloped mining districts in North America.

Market Opportunity
According to a report from Straits Research, a global market and business research firm, the worldwide platinum market had an estimated value of $7.72 billion in 2022 and is projected to reach $11.95 billion by 2031. That represents a CAGR of 5.13% over the forecast period.
Platinum, one of the rarest of precious metals, is about 30 times scarcer than gold. It is crucial to the automotive and electronics industries and is also used to make jewelry. Stricter emissions regulations around the world have led to an increased demand for platinum to be used in catalytic converters to reduce automotive emission, the report states.
A report from Allied Market Research estimated the global palladium market at $16.3 billion in 2021 and projects the market will reach $28.6 billion by 2031, growing at a CAGR of 5.8% over the period.
Palladium is also used in automotive catalytic converters for reducing emissions and in jewelry, dentistry, watchmaking, blood sugar test strips, aircraft spark plugs, surgical instruments, electrical contacts and musical instruments.
An increase in demand for consumer electronics has driven demand for palladium-based multilayer ceramic capacitors (MLCC) used to store energy in electronic devices such as broadcasting equipment, mobile telephones, computers, electronic lighting and high voltage circuits, according to the report.

The acquisition was completed pursuant to a Jan. 30, 2026, property purchase agreement with arm's-length vendors for consideration of $3,000, with provisions requiring the claims to be returned if Powermax is unable to satisfy the exercise conditions under its existing Atikokan option agreement by Aug. 31, 2028.
