The European Commission has proposed a significant emissions cut. A recent study has revealed that cannabis use alone is not associated with an increased risk of traffic accidents. Researchers looked at data collected from emergency departments in Portland, Oregon; Sacramento, California; and Denver, Colorado; they found that self-reported rates of acute marijuana use were linked with lower car-accident odds. Furthermore, the researchers found that alcohol has a clear connection with an increased risk of car accidents when taken by itself or alongside cannabis.

The team behind the study comprised researchers from the University of California Davis, the Oregon Health and Science University, the Insurance Institute for Highway Safety, Portland State University, the University of Colorado School of Medicine, the Insurance Institute for Highway Safety and other institutions.

According to the researchers, marijuana use alone had no association with higher motor vehicle collisions (MVCs). Interestingly, the researchers found that people who used cannabis more often were actually less likely to be involved in motor vehicle collisions. However, cannabis was only associated with traffic crashes if it was taken alongside alcohol.

The research team notes that relying on THC levels to determine driver intoxication levels isn’t an accurate measure of driving risk. Consequently, the nine-author research team called for the development of better tests that can measure actual driver impairment accurately.

With dozens of states legalizing both medical and recreational cannabis in recent years, many marijuana-reform opponents argue that legalizing cannabis increases the risk of traffic accidents. Current cannabis intoxication testing tools are mostly inaccurate as the connection between intoxication and THC levels can depend on regular marijuana use patterns, usual use, and the time and means of measurement.

The researchers say these factors make it difficult to gauge how cannabis affects driving based on “strict cut-offs of drug levels.” Even so, the research suggests that nationwide cannabis reform efforts haven’t led to an increase in motor-vehicle collisions. The controversial drug was only associated with traffic accidents when taken alongside alcohol but was linked to reduced accident risk when taken by itself.

Although the paper indicates cannabis use isn’t associated with increased accident risk, researchers say results were limited by the fact that research only included drivers who agreed to take part in the study. Consequently, the researchers note that these participating drivers likely had “less-concerning” drug-use behaviors, especially those associated with issues such as motor vehicle collisions where the participant was at fault.

Self-reported drug use may also be biased in favor of a weaker relationship between car crashes and marijuana, the researchers said. The study results were published in the journal Accident Analysis and Prevention.

Ford Motor Company has quietly established a team to develop affordable battery electric cars for the company. Launched two years ago, the “skunkwork lab” comprises engineers from an energy-management startup Ford acquired in 2023 called Auto Motive Power (AMP) and is led by Alan Clarke, an ex-Tesla employee and current executive director of EV development at Ford.

According to Ford CEO Jim Farley, the automaker formed the small “super-talented” team with little fanfare two years ago and tasked it with developing a low-cost, electric-vehicle platform. Farley says Ford tapped the best engineers on the globe for the low-cost EV project and said the group was so separated from Ford that it was essentially a startup.

The CEO made a minor reference to the low-cost, EV-development team during Ford’s fourth-quarter earnings call. Based in Irvine, California, the research team is developing a third-generation electric vehicle. However, a spokesperson from Ford declined to provide further details on the EV project or its timeline.

Ford’s commercial services unit says the team has developed a “flexible platfor” that can be deployed to several types of EVs and allow the installation of software and services. Much like every other major automaker, Ford is desperately working to develop a low-cost electric vehicle for the market.

Most governments are keen on cutting carbon emissions as part of global climate-change remediation efforts. As such, electric cars are poised to become a major form of vehicular transportation over the next couple of decades because they produce minimal to zero tailpipe emissions.

However, high development costs have made electric vehicles far too expensive for the average consumer, even with state subsidies. Recent declines in electric-vehicle demand, partly due to high prices and rising interest rates, have also forced many automakers to rethink their ambitious electrification strategies and cut their EV investments.

Many automakers have now scaled back their electrification plans to reflect the new EV market. Ford paused the construction of a $3.5 billion electric-vehicle factory in Michigan and announced a rollback of its $50 billion product expansion plans. Farley said the company is adjusting its capital and switching onto to smaller electric-vehicle products. He said Ford made the low-cost EV bet in silence and contracted some of the best engineers on the globe to develop a next-gen, flexible, electric-vehicle platform for its commercial unit: Ford Pro.

The low-cost EVs will allow Ford to compete with Chinese EV makers, which are now making a killing selling low-cost EVs, and Tesla, which is currently developing its own affordable electric cars.

Other companies such as Nikola Corporation (NASDAQ: NKLA) also have to move swiftly into the affordable EV segment if they aren’t to be left far behind by the likes of Ford.

A California legislator has introduced a landmark artificial intelligence (AI) bill that would regulate the technology and address the potential dangers of AI. Artificial intelligence technology has advanced so significantly in the past few years that it is becoming increasingly integrated into key systems and people’s everyday lives.

Many experts say AI technology may be dangerous to humanity, and some, including Center for AI Safety (CAIS) director and researcher Dan Hendrycks, say AI could even “destroy humanity.” Although the idea that AI poses an existential threat to humanity is widely disputed, industry leaders have expressed concern for issues such as major cyberattacks or rogue weapon systems.

However, AI remains largely unregulated despite the risks it poses and the influence it could have over multiple industries. The California AI regulation proposal would call for mandatory testing for “wide-reaching AI products” before they hit the shelves and reach final users. Additionally, the measure would require each AI model to include a shut-down feature in case of any issues. On top of an emergency off-switch, the proposal would require hacking protections to ensure AI is more resistant to attempted entry by bad actors.

Bill sponsor Senator Scott Wiener said it’s better to prepare for safety risks with the potential to cause extreme hazards before they occur. His bill would force large AI models to go through increased scrutiny before they reach the wider market, ensuring officials have enough time to test the products and their potential impact before the public gains access.

The bill would form the Frontier Model Division within the state Department of Technology to regulate artificial intelligence technology in California, home to some of the top AI companies in the world. It would also establish a publicly owned initiative called CalCompute to facilitate computing power sharing among local researchers, community groups and businesses.

Economic Security California director Teri Olle says the measure could make it easier for smaller companies or organizations with limited computing capacity to enter the fledgling artificial intelligence industry by lowering the technical threshold. Increasing access to AI will also increase research and development (R&D) while allowing for innovations that are geared toward public interests, Olle said.

AI Now Institute managing director Sarah Myers West applauded the AI regulation proposal and said it was “great” to see lawmakers focus on addressing the potential harms of artificial technology before it goes public.

According to Wiener, the regulations would not apply to small-scale artificial intelligence products; rather it mostly focuses on extreme AI-related risks. With the Advantage™ Quantum Computer, D-Wave has incorporated two decades of experience and over 10 years of customer feedback to create the first and only quantum computer designed for business. The platform features a new processor architecture with over 5,000 qubits and 15-way qubit connectivity. This is 2.5x more connections and more than double the number of qubits than the company’s previous generation quantum computer.

D-Wave’s quantum computers, first located in its facilities in British Columbia, have been available to North American users through its Leap™ quantum cloud service since 2018. In March 2023, the company announced its submittal of permit applications to the Bureau of Land Management in respect of its exploration of the Ruby Graphite Project. Located in the Thunder Bay Mining Division of Ontario, the ZigZag Lithium Property consists of eight mining claims spanning roughly 2,710 hectares. Mineralization at the property, most notably lithium, is based in pegmatite dikes and concentrated in spodumene crystals, which are consistent throughout the entire unit.

Spodumene is readily observable in outcrops and in drill cores, with crystal sizes ranging from 3-15cm, on average.

Reflex Advanced Materials and American Energy Technologies Company Metallurgical Partnership

Reflex Advanced Materials has entered into a material processing agreement with American Energy Technologies Co., which is based in Arlington Heights, Illinois, to conduct metallurgical testwork with the goal of creating a technical support data package for Reflex’s target customer base, U.S. Federal agencies and qualification programs with hi-tech customers in the battery and battery storage business.

The resulting coated, spherionized, purified graphite (CSPG) material that is expected to be created from the aforementioned tests will be used to provide potential customers of CSPG with samples so that they can begin the material qualification process.

Market Opportunity

Graphite is an ideal battery anode and has dominated the market since the proliferation of lithium-ion batteries. Despite this demand, there is currently no significant production of lithium-ion battery anode material in North America.

The limited availability of rare cannabinoids like CBN makes them economically impractical to extract directly from the plant for pharmaceutical use. InMed is developing IntegraSyn, a cannabinoid synthesis manufacturing system to create rare cannabinoids in the lab that are bioidentical to the compounds derived from the cannabis plant. IntegraSyn uses multiple standard pharmaceutical processes and has achieved a cannabinoid yield of 5 grams per liter, surpassing commercial viability and significantly exceeding currently reported industry yields. InMed is now focusing on manufacturing scale-up to larger batch sizes while continuing process optimization, targeting increased cannabinoid yield and further reducing overall cost of goods.

BayMedica Inc. Acquisition

On June 29, 2021, InMed announced it had entered into a non-binding letter of intent to acquire BayMedica Inc., a private company based in Nevada and California that specializes in the manufacture and commercialization of rare cannabinoids.

As noted in the news release, BayMedica is a revenue-stage biotechnology company leveraging its significant expertise in synthetic biology and pharmaceutical chemistry to develop efficient, scalable and proprietary manufacturing approaches to produce high quality, regulatory-compliant rare cannabinoids for consumer applications. BayMedica is currently commercializing the rare cannabinoid CBC (cannabichromene) as a B2B supplier to distributors and manufacturers marketing products in the health and wellness sector. BayMedica is planning additional rare cannabinoid launches for the coming year.

Pursuant to the indicative terms of the LOI, InMed and BayMedica intend to negotiate and enter into a definitive agreement under which InMed would acquire 100% of BayMedica in exchange for 1.6 million InMed common shares to be issued to BayMedica’s equity and convertible debt holders, with any such issued InMed common shares being subject to a six-month contractual hold period.

Market Outlook

There is a rapidly growing demand for rare cannabinoids. However, their low natural concentration makes traditional harvesting of these compounds cost prohibitive. Biosynthesis allows production of rare cannabinoids in the lab that are bioidentical to compounds found in nature, with significantly higher yields which reduce costs. Biosynthesis can produce pharmaceutical-grade, bioidentical, THC-free compounds at a cost that’s 70 to 90 percent less than wholesale prices of naturally harvested rare cannabinoids.
