Japan’s capital city, Tokyo, is set to launch a government-owned dating platform over the summer to help locals find love amid an historic birth rate crisis that has left many experts worried about Japan’s future. Legislators in the state of Massachusetts are working toward interventions that will curb the use and/or proliferation of intoxicating hemp-based products. Hemp-derived intoxicants aren’t legal. Federally, hemp is defined as cannabis that contains no more than 0.3% THC when harvested.

THC is one of the primary compounds of marijuana, the other being CBD. Unlike CBD, however, THC induces a high when ingested. However, when the 2018 Farm Bill eliminated hemp from the list of Controlled Substances and allowed the crop’s cultivation, a gray area that allowed this market to thrive was created.

Popular hemp-based products include Delta-10 and Delta-8, and are often packaged in bright wrappers that mimic legal products.

The Agriculture Committee convened with the Committee on Cannabis Policy to discuss this issue last week. The committee’s cochair, Representative Paul Schmid, stated that intoxicating hemp products were competing with legal marijuana retailers while still being produced in laboratories that weren’t being supervised and being packaged with no strict age requirements stated.

While hemp is currently the authority of the Agricultural Resources department, some of its products are available for sale at cannabis businesses licensed by the Cannabis Control Commission (CCC). CCC Commissioner Kimberly Roy stated that the commission understood the situation all local and state agencies were in because of the nature of the federal status of marijuana and hemp. Roy noted that the CCC was collaborating with partners to protect public health and safety while trying to find a way around the loophole.

Reports show that hemp-based products are also sold at premises licensed by the Alcoholic Beverages Control Commission (ABCC) as well as retailers managed by local health boards. Now, the state’s Department of Public Health is part of the mix as it regulated beverages and food.

Last month, the public health department and the ABCC issued a statement noting that it was illegal to manufacture and/or sell drinks or food containing THC or CBD derived from hemp and ordered that products be removed from shelves with immediate effect. The executive director of the Massachusetts Association of Health Boards, Cheryl Sbarra, has in the past stated that it was a crime to sell these illegal products because they were controlled substances.

Dr. Robbie Goldstein, the public health commissioner, also told legislators last week that they had observed an increase in the numbers of individuals who were being admitted to hospitals, particularly adolescents and the youth, because of these intoxicating products. Goldstein then called attention to data from the National Poison Center, highlighting an increase in exposure to these synthetic marijuana products, which meant that their impact was growing in the state.

The study’s lead, Professor Michael Silver, explained that understanding how psychedelics worked at a neuroscientific level would provide insights into how the substances worked as medicines and hopefully aid in the development of more-effective treatments for a range of mental-health conditions.

Silver, who specialized in optometry, vision science and neuroscience, also noted that the researchers plan to test a hypothesis called relaxed beliefs under psychedelics. This hypothesis suggests that psychedelics relax implied assumptions, making it easier for an individual’s perception to be shaped more by raw sensory info and less by vision. This hypothesis was developed by neuroscientists Karl Friston and Robin Carhart-Harris and could be used to explain why psychedelic-assisted therapy may aid in the treatment of different mental health conditions.

This study is one of the few trials investigating the neurobiological actions of psilocybin, unlike others, which center on its effects on clinical behaviors and symptoms. This is also the first study to use human subjects in research that involves the administration of psilocybin or any other drug classified under Schedule I of the Controlled Substances Act. To obtain the campus, state and federal-level regulatory approvals needed to administer psilocybin in human subjects for their research, the scientists put in years of work.

After obtaining approval, strict rules have to be followed to handle the drug, which includes storing psilocybin in a safe, bolted securely and located behind a number of locked doors. Researchers have already began screening participants and are currently enrolling more volunteers.

New York governor Kathy Hochul has successfully changed the state’s cannabis tax structure. Starting June 1, 2024, a new flat excise tax replaces the previous potency tax, marking the beginning of the new financial year.

This move is part of New York’s $237 billion budget for FY 2025 and is receiving positive feedback from many in the cannabis industry, especially smaller retailers, processors and social-equity beneficiaries.

With the tax reform, retail marijuana prices are expected to decrease, a significant development as licensed cannabis entities strive to compete with the numerous illegal shops, particularly in New York City. Governor Hochul had criticized the initial rollout of the recreational marijuana market as problematic. Earlier this year, she proposed eliminating the potency tax and implementing a flat 9% excise tax instead.

Previously, the state’s 2021 cannabis act — MRTA — required cannabis operators to pay taxes based on THC content at 0.5 cents, 0.8 cents, and three cents per milligram of flower, concentrates and edibles, respectively.

This sometimes resulted in a 25%–30% tax on typical market prices, according to Naturae cofounder and CEO, Nicolas Guarino. Some products, including tinctures, saw price increases of up to $60 per unit due to these taxes. With the new tax structure, Naturae aims to reduce prices on about 30% of its products, offering discounts between 15% and 35%.

Silly Nice, an NYC-based brand run by Black and veteran entrepreneurs, had to pay around $20,000 in THC taxes during the first quarter of the year, which had a big impact on the company’s profit margins. Cofounder LeVar Thomas is happy about the tax shift, pointing out that it will enable the company to increase the range of products it offers at more inexpensive prices.

Happy Munkey, led by cofounder and CEO Vladimir Bautista, is set to open its first store in Manhattan’s Washington Heights. Bautista believes the new tax will make legal marijuana more affordable and reduce the appeal of the illegal market.

The new rule, however, has little financial effect on larger, vertically integrated company’s such as Chicago-based PharmaCann. These multistate operators, known as registered organizations (ROs), were once in the medical sector and are subject to both retail and wholesale taxes. The economic impact on ROs is neutral, according to Jeremy Unruh, PharmaCann’s spokesperson, and it is still unclear what the true benefits will be for consumers.

PharmaCann was among six ROs permitted to enter the recreational market in December, one year after sales began. The policy change eliminated the  three-year waiting time for ROs, nullifying the initial first-mover advantage granted to smaller suppliers and social-equity shops.

Despite the broad support for eliminating the potency tax, the new flat 9% excise tax is causing challenges because of unpaid invoices. Payment delays are a significant issue in the marijuana industry, contributing to the downfall of businesses such as Herbl and MedMen Enterprises.

New York cannabis operators have only 20 more days to collect payments from the previous quarter, a tough task given the financial strains in the industry. Many operators are currently on tax-payment plans with the state.

Guarino noted that while there is a mechanism for collections, the average collection time is about 45 days, even with 30-day net terms, complicating timely tax payments.

The situation in New York State is likely to be studied closely by other cannabis regulators, and this could result in similar reforms within other jurisdictions where companies such as Trulieve Cannabis Corp. (CSE: TRUL) (OTCQX: TCNNF) have operations.

The Albert Lake Project

The Albert Lake Project comprises 90,460 hectares of lands located in north-central Saskatchewan, with over 80,000 hectares currently unexplored. The project is host to the historic Rottenstone Mine, a high-grade, open pit nickel sulfide past producer that was active from 1965 to 1969 and yielded ~26,000 tonnes of 3.3% Ni, 1.8% Cu, and >9 g/t Pd-Pt+Au.

The geological setting of the Albert Lake Project is within the Trans Hudson Orogeny (Corridor), which is host to numerous world-class nickel mining camps including the Thompson Nickel Belt (currently operating with more than 5 billion pounds of nickel produced since 1959), Lynn Lake (past producer) and Raglan Nickel Belt (currently operating with more than 39,000 tons of nickel produced in 2020).

The project is fully permitted. Exploration plans for 2024 include drilling a high-priority target located approximately 2km south of the historic Rottenstone Mine along with drilling other high-priority targets. Additional soil geochemistry, surface geophysical programs and geological mapping and prospecting will be performed during the summer field season.

The Gochager Lake Project

The Gochager Lake Project in northern Saskatchewan, also in the prolific Trans Hudson Corridor, was recently expanded through the addition of the contiguous Watt’s Lake property and direct staking, bringing its total land area to 22,620 hectares.

The Gochager Lake property is host to a historic resource defined by drilling in 1966-1967 consisting of 4.2 M tons grading 0.29% Ni and 0.08% Cu. Recent drilling by Fathom has defined multiple very robust off-hole borehole electromagnetic (BHEM) responses in eight of nine holes drilled in 2023 and three historic drill holes probed. There is very strong evidence of multiple, high-grade nickel-copper-cobalt steeply oriented chutes within the historic Gochager Lake Deposit.

Prior to Fathom exploration in 2023 and since 1970, exploration at the property has been limited to small drill programs in 1989-1990 and 2018. Exploration plans for 2024 include expanded surface geophysical programs, drilling and continued BHEM surveys to expand tons and increase the grade of the historic Gochager Lake deposit. Summer exploration will consist of soil geochemistry, mapping, prospecting and additional surface geophysical programs focused on identifying other Gochager-like deposits within the current land package.
