Last week, the government of Canada approved the acquisition of a steelmaking coal business by Glencore from Teck Resources, albeit with strict regulations to preserve jobs. This approval comes after a consortium led by Glencore entered into one of the biggest deals in the mining sector to acquire the steelmaking coal unit for $9 billion in November 2023.

In a move predicted to stoke tensions between the European Union (EU) and China, the EU has levied a 37.6% import tariff on electric vehicles manufactured in China. European Union leaders first announced the provisional tariffs several weeks ago as part of efforts to protect European automakers from Chinese automakers supported by billions of dollars in government subsidies.

With the U.S. market largely off limits to Chinese automakers even before the United States levied a 100% tariff on EV imports from China, Chinese carmakers turned to the EU and began exporting their affordable electric cars to Europe. EU leadership quickly noticed the influx of cheap EVs from China into the regional bloc and launched an investigation into whether the Chinese government was artificially lowering prices and undercutting western automakers by pumping billions of dollars’ worth of subsidies into China’s EV industry.

Shortly after the Biden administration passed a 100% import levy on electric cars imported from China, the EU announced that it was considering levying provisional tariffs on Chinese EV imports as well. The European Commission has now announced that the regional bloc and second-largest EV market will impose additional tariffs of up to 37.6% on electric cars imported from China despite the potential for a massive trade war between China and the European Union.

The commission noted that the tariffs were in place to counter the “unfair” subsidies Chinese automakers have received from Beijing for the last decade. The tariffs took effect on July 5, 2024, even as top European carmakers such as Volkswagen warn that such tariffs will do little to benefit the continent’s auto sector. Beijing has also warned that it will push back against such tariffs and recently initiated an anti-dumping probe into pork imports from European farmers, a move experts say was in retaliation for the EU’s impending import tariffs on Chinese EVs.

However, the tariffs will remain provisional for a four-month window as representatives from both sides continue to hold discussions on the most suitable solution. The probe into Chinese EV subsidies is still underway and will be complete in four months, after which the European Commission, the EU’s executive arm, will have the option of proposing “definite duties” that would be subject to a vote and would remain in place for half a decade.

Beijing has helped local automakers cut manufacturing costs significantly using subsidies, allowing the auto companies to sell their EVs at much lower price points compared to western carmakers. EU Commission President Ursula von der Leyen explains that the provisional duties are meant to protect the EU market from a “flood of cheap Chinese EVs” supported by state subsidies.

Businesses in Kentucky looking to grow, process or sell medical cannabis can start submitting applications for licenses on Monday, July 1, 2024. Governor Andy Beshear announced this as part of an expedited effort to have products on the market by early 2025.

Healthcare providers, including advanced-practice registered nurses and doctors, can also start applying to certify qualified patients for purchasing medical cannabis. The process will be overseen by the state’s Board of Medical Licensure and Board of Nursing.

The state’s medical marijuana program is officially scheduled to kick off on Jan. 1, 2025. The legislation, passed in 2023 with bipartisan support in the GOP-dominated state assembly, legalizes medical marijuana for individuals with a range of debilitating conditions. Beshear signed the law promptly, and his administration has been diligently working on the program’s regulations ever since.

To accelerate the process, Beshear signed additional measures this spring, advancing the timeline for marijuana business registration by six months.

To help applicants, the state has made several YouTube seminars, a handbook for business license applications and other materials available. Companies have until August 30 to submit their licensing applications. According to Beshear, the objective is to have medical marijuana accessible by January, coinciding with the legalization of these goods.

Medical marijuana cards will be available for application starting the first of  the year to patients with qualifying diseases such as multiple sclerosis, cancer, chronic epilepsy and post-traumatic stress disorder (PTSD) as well as chronic pain and nausea.

Eric Friedlander, the secretary of Kentucky’s Health and Family Services, underlined the commitment of the state to providing affordable and safe access to medical marijuana for people with qualifying conditions.

Beshear noted in April that the first round of company licenses would be distributed by the state through a lottery. The program’s goal, according to Sam Flynn, director of the state’s Office of Medical Marijuana, is to guarantee that marijuana licensing is equitable, open and focused on the needs of customers.

Initially, the state will issue 48 store licenses, distributed among 11 regions, with each area receiving at least four licenses. Most counties will be limited to one dispensary license each, except for the counties housing Lexington and Louisville, which will be allocated two licenses each.

The first wave of the license lottery is scheduled for October 2024. A restricted number of licenses for cannabis cultivation and processing will also be issued. Beshear mentioned that the license caps are designed to prevent market saturation, which could negatively impact both patients and businesses. The program has the flexibility to expand based on demand and the inclusion of additional qualifying conditions.

These developments in Kentucky are likely to be welcome news to the entire cannabis industry, including entities such as Green Thumb Industries Inc. Following the collapse of the FTX exchange, the SEC intensified its scrutiny of cryptocurrency exchanges to prevent similar incidents. However, this stringent approach has faced criticism for potentially hindering innovation in the crypto industry.

This decision could positively impact other ongoing legal cases, including the SEC v. Ripple case.

Jackson’s ruling underscored that crypto tokens, in themselves, aren’t securities. Based on the judgment, this means that cryptos do not qualify as investment contracts under the SEC’s jurisdiction.

Binance’s statement added, “The court ruled that the SEC’s strategy muddled the issues and disregarded prevailing Supreme Court precedent. It emphasized that the evaluation should focus on whether the specific conditions of each transaction classify it as a securities transaction.”

This ruling is a relief for many investors. The SEC had previously declared that 68 cryptos were securities, adding BNB and nine other cryptos to the list in June 2023 during its lawsuits against Coinbase and Binance.

The SEC filed lawsuits against Coinbase and Binance, alleging securities violations. The SEC accused Binance and its founder, CZ, of misappropriating billions of clients’ funds. Although there was no evidence of such misappropriation, Binance faced charges for violating antimoney laundering regulations and agreed to pay a $4.3 billion fine, marking one of the highest in criminal history.

The Binance v. SEC case is set for its next court date on July 9, 2024. The American branch of Binance has declared that it is ready for a protracted court-discovery process. Reunion Gold Corp. (TSX.V: RGD) (OTCQX: RGDFF) is a leading gold explorer in the Guiana Shield, South America. In early 2021, the Company announced an exciting new greenfield gold discovery at its Oko West project in Guyana, where, after 22 months of resource definition drilling, the Company has announced an initial Mineral Resource Estimate (MRE) containing 2.475 Moz of gold in Indicated resources at 1.84 g/t and 1.762 Moz of gold in inferred resources at 2.02 g/t contained within a pit shell outline. Preliminary metallurgy results performed by the company, consisting of 8 bottle roll tests obtained strong results, averaging just under 90% recoveries on average. The Company is continuing with additional development activities at Oko West, including environmental base line studies and additional metallurgical work relating to the delivery of a PEA by year end 2023. In addition, Reunion Gold is currently exploring several priority targets in the Oko West project area on which the company feels there is good potential to add additional resource ounces. The Guiana Shield remains one of the most prospective exploration locations globally for the discovery of world class orogenic gold deposits. Oko West Project

Reunion Gold’s Oko West Project is a brand-new gold discovery in northwest Guyana located within the historical Oko gold district. Alluvial gold has been mined from the Oko district since the turn of the century, but very little primary gold has been mined or even explored for to the best of the company’s knowledge. The project comprises a prospecting license with an area of approximately 44 square kilometers and is 100% held by Reunion’s Guyanese subsidiary.

In 2020, Reunion Gold’s geochemical survey, trenching and initial 1000 m drill program discovered and confirmed the presence of gold mineralization in this Orogenic gold system. The gold occurs in the eastern edge of the project area, along a 6km long sheared contact between a granitoid intrusion and a meta volcanic-meta sedimentary rock package. The MRE is located within the Kairuni zone, which represents the northern most 1.9 km of the 6 km long contact.

“We are advancing our Oko West project along two tracks. The first is to advance the exploration programs outside of the Kairuni zone, aimed at outlining and discovering additional gold mineralization within our Prospecting License. On this front, I am very excited by the results from the initial Scout RC Geochem drill program that is defining new targets west of our Kairuni zone,” Rick Howes, President and CEO of Reunion Gold, stated in a recent news release. In addition to the targets west of the Kairuni zone, the company has also commenced exploration work on the southern ~ 4 km of the same sheared contact that hosts the Kairuni zone MRE. In addition, the company feels that the MRE marks the size of the Kairuni resource at a point in time and that there is good potential to continue to grow the resource. The MRE remains open at depth below the resource pit outline in the block 4 area and also to depth and along strike in the block 5 and 6 areas. In addition to the exploration programs, the second strategic track is to rapidly advance the Kairuni zone along the path to development. To that end the company is moving forward with the engineering and other studies, including more detailed metallurgical studies, that will support the release a PEA on the Kairuni zone by year end 2023 The company feels that the rapid advancement of development of Kairuni zone MRE, while in parallel continuing to explore for additional ounces on the project, is the best path to try and maximize shareholder value in the shortest period of time.

Guyana

Guyana boasts a long history of mining gold, bauxite, diamonds and manganese. Still, the greenstone belts of the Guiana Shield remain relatively unexplored when compared to the analogous regions of the West African Shield (Birimian), which, according to geological evidence, was once connected to the Guiana Shield, forming a contiguous craton prior to the Mesozoic period.

Despite a historical lack of accessibility and low exploration intensity, several significant large-scale projects have emerged in the Guiana Shield, including Aurora, Oko West, Oko Main, Toroparu and Omai. Guyana is English speaking with a British based parliamentary and legal system and boasts the world’s fastest growing economy on the back of significant offshore oil discoveries by Exxon and its partners. It is expected that a significant amount of the revenues from oil production will be invested in improving the infrastructure, education and health care and agriculture within the country.

Tellurium and the Green Energy Revolution

The Biden administration has instituted a stream of policies, particularly the U.S. Inflation Reduction Act, to source solar components from North America and other “friendly” jurisdictions.

Deer Horn Tellurium-Gold-Silver-Copper Project

Deer Horn is located on 51.33 square kilometers (km) in west-central British Columbia, 36 km south of the prolific Huckleberry copper-molybdenum mine and 135 km southwest of the community of Burns Lake. It is one of few significant tellurium discoveries outside Asia and includes a 2.4 km-long vein system of high-grade gold, silver and tellurium, as well as broader zones of bulk-tonnage gold, silver and tellurium mineralization. The company completed a positive Preliminary Economic Estimate and has begun permitting for a 10,000-tonne bulk sample program to advance the project toward mine feasibility. It is North America’s only silver-gold-tellurium property with an NI 43-101 compliant tellurium resource, and it hosts a number of other mineralized targets and zone containing critical metals such as copper, tungsten and zinc.

First Tellurium owns 50% of the property, with an option to acquire up to a 75% interest. The company has engaged Dias Geophysical of Saskatoon, Saskatchewan, to conduct induced polarization (IP) geophysics on the Deer Horn Project in summer 2023. The program is designed to help develop drill targets for a subsequent drilling program.

Klondike Gold-Tellurium Project

The Klondike property is located in Saguache County, Colorado, southwest of Buena Vista in the state’s historical mining district. The company reports it has engaged Burgex Mining Consultants of Sandy, Utah, to stake additional claims around the Klondike property. The claims have been filed with the Bureau of Land Management.

Klondike demonstrates exceptional tellurium grades. Tellurium, used in high-efficiency cadmium telluride (Cd-Te) solar panels, next-generation lithium-ion batteries and thermoelectric devices to change heat into energy, is an essential element for the world’s transition to green energy.

The Klondike property was a top tellurium prospect owned previously by First Solar Inc., one of the world’s largest solar panel producers. First Solar terminated its worldwide raw materials exploration program in 2012 and sold the property to Colorado Klondike LLC, which optioned the project to First Tellurium. Colorado Klondike, led by First Solar’s former Exploration Manager in North America, is managing the upcoming exploration program.

The Colorado Geological Survey (CGS), in partnership with the Colorado School of Mines, reported on First Solar’s exploration at Klondike in 2015, noting: “Surface sampling by First Solar, Inc. in 2006 found very high tellurium grades of up to 3.3% (33,000 ppm), along with locally high gold grades. Tellurium grades at Klondike were the highest encountered in the company’s nationwide exploration program.”

Market Outlook

First Tellurium in spring 2023 referenced recent forecasts by the International Energy Agency (IEA) pointing to rapid growth in solar photovoltaic (solar PV) deployment worldwide. According to the agency, solar PV installations will generate more power by 2027 than any other energy source, including coal, natural gas and hydro. To meet this demand, consumption of both silver and tellurium, key components of solar panels, is expected to surge in coming years.

Chen Lin, founder of Lin Asset Management, has written in his investment newsletter for clients that solar PV is now the largest industrial usage of silver. He said that in 2022 solar PV production used about 12% of total silver demand, or about 120 million ounces of silver. Lin expects this number to rise dramatically in the coming years, and that is likely to lead to silver supply deficits for decades to come.

Lin points out that solar power is now the cheapest source of energy in many parts of the world and that all forecasts point to dramatic expansion of solar PV in the coming two decades. Conservative estimates forecast 300 gigawatts of solar PV production by 2027, up from the current level of about 200 gigawatts.

Storm Copper

The high-grade Storm Copper Deposit is located 112 kilometers south of the community of Resolute Bay, Nunavut, on western Somerset Island, just south of the past-producing Polaris Pb-Zn Mine. The property comprises 173 contiguous mining claims, including the Storm Copper and Seal Zinc projects, covering an area of approximately 541,795 acres.

The property has good access to established shipping lanes, and the landscape provides favorable conditions for development of roads and a protected deep-water port. Exploration is supported through excellent infrastructure in the nearby hamlet of Resolute Bay.

Aston Bay is partnered with American West Metals (ASX: AW1) at Storm. American West is responsible for all exploration expenditures, having aggressively advanced the project toward production and earned an 80% interest. The site is notable as the only combined U.S. graphite flake and vein graphite source. Vein graphite is ideal for energy storage applications, because it requires fewer steps to achieve purity than synthetic alternatives and is therefore far less environmentally damaging. This is expected to play a key role in the project’s development as demand for electric vehicles continues to surge.

In March 2023, the company announced its submittal of permit applications to the Bureau of Land Management in respect of its exploration of the Ruby Graphite Project. Its initial drill program, expected to take place in the summer of 2023, includes plans for 3,500 total meters of drilling, cored to an average depth of 130 meters. The targets for this drill program have been identified using historical data from original mine operations and data gathered for the initial 43-101 technical report on the project, dated January 31, 2023.

ZigZag Lithium Property

Located in the Thunder Bay Mining Division of Ontario, the ZigZag Lithium Property consists of eight mining claims spanning roughly 2,710 hectares. Mineralization at the property, most notably lithium, is based in pegmatite dikes and concentrated in spodumene crystals, which are consistent throughout the entire unit.

Spodumene is readily observable in outcrops and in drill cores, with crystal sizes ranging from 3-15cm, on average.

Reflex Advanced Materials and American Energy Technologies Company Metallurgical Partnership

Reflex Advanced Materials has entered into a material processing agreement with American Energy Technologies Co., which is based in Arlington Heights, Illinois, to conduct metallurgical testwork with the goal of creating a technical support data package for Reflex’s target customer base, U.S. Federal agencies and qualification programs with hi-tech customers in the battery and battery storage business.

The resulting coated, spherionized, purified graphite (CSPG) material that is expected to be created from the aforementioned tests will be used to provide potential customers of CSPG with samples so that they can begin the material qualification process.

Market Opportunity

Graphite is an ideal battery anode and has dominated the market since the proliferation of lithium-ion batteries. Despite this demand, there is currently no significant production of lithium-ion battery anode material in North America.

Instead, most graphite sold in North America today is sourced from Chinese producers. U.S. President Joe Biden highlighted this sourcing disparity in a 2022 address:

“The United Stated depends on unreliable foreign sources for many of the strategic and critical materials necessary for the clean energy transition – such as lithium, nickel, cobalt, graphite and manganese for large-capacity batteries,” he said. “Demand for such materials is projected to increase exponentially as the world transitions to a clean energy economy.”

The U.S. Department of Energy is in the process of awarding $2.8 billion to expand domestic manufacturing of batteries for electric vehicles and combat this foreign dependency. Reflex Advanced Materials has identified its Ruby Graphite Project as a prime candidate for U.S.-sponsored initiatives due to the rarity and scarcity of natural graphite deposits in the country.

Processing graphite domestically in the U.S. is expected to provide Reflex Advanced Materials a competitive advantage as manufacturers begin to seek out American supply in the face of increased diplomatic tension. This is critical, as a rise in anode demand is expected to fuel a shortage of 8 million tonnes of graphite by 2040. World Bank Group projects 494% growth in total graphite demand by 2050.
