Prior to the roll out of generative artificial intelligence (AI) tools such as ChatGPT, governments were focused on suing chatbots to automate their advice and services. In the beginning, chatbots had limited conversational abilities and were simpler. However, the emergence of generative artificial intelligence has seen governments offer more efficient public service with people-like advisors who can work 24/7 answering queries on taxes, benefits and other areas where the public and the government interact.

In theory, properly trained gen-AI may be able to hack all sorts of queries on government services. In practice, however, this may not be entirely accurate as gen-AI is known to make mistakes and sometimes even give answers that make no sense.

The United Kingdom’s Government Digital Service recently conducted tests on GOV.UK chat, a bot based on ChatGPT designed to answer questions on different issues. The agency determined that while about 70% of participants were given useful answers, the system did sometimes generate incorrect data that it presented as facts.

In its report, the agency explained that the answers provided by the bot didn’t meet the level of accuracy required for a site like this one, where factual accuracy was paramount.

In addition to the United Kingdom, other countries are also experimenting with gen-AI-based systems. For instance, Portugal recently rolled out the Justice Practical Guide, a bot designed to answer basic queries on simple topics such as divorce and marriage. In the first 14 months of its use, the chatbot received more than 28,000 questions. While it performed well on basic questions, the bot often apologized for not having data on trickier queries. One source in the country’s ministry of justice admitted that while wrong replies weren’t common, they were having issues with trustworthiness.

Despite these hitches, the ministry hopes that these issues will fade out as the bot’s level of confidence in answering questions increases.

Overall, can artificial intelligence actually help governments deliver better service quality?

Well, Estonia has been a pioneer in the digitization of public services. The country recently developed chatbots for state services based on Natural Language Processing, instead of Large Language Models such as ChatGPT. While this algorithm is more limited in potential, it’s less likely to give any misleading or wrong answers to users. Additionally, the chatbots offer more nuanced answers and provide higher conversational quality.

With this in mind, we can agree that artificial intelligence may help governments deliver better quality of services. However, it is important to note that chatbots cannot replace civil servants. Rather, they should be treated as an additional service that affords users a quick way to find out something.

Earlier in the year, Germany became the first large nation in the European Union to legalize the personal recreational use of marijuana. In concrete terms, individuals aged 18 years and older are allowed to be in possession of no more than 25 grams of marijuana for consumption.

Under the new law, enthusiasts can also grow three plants in their homes and store no more than 50 grams of dried marijuana in their homes. However, they aren’t allowed to smoke the drug in public.

While this is a huge milestone, activists note that red tape has hindered the program from fully taking effect.

At the start of this month, registered marijuana clubs, which are crucial to creating a smooth foundation toward legal cannabis and replacing the illicit market, were established. This process, which was expected to play a key role in demonstrating the effectiveness of evidence-based drug policy, has now been buried under various statutes and restrictions.

Any surplus marijuana produced is to be destroyed, with only club members being allowed to cultivate, water, fertilize and harvest these crops. Passing on leaves or buds to friends isn’t permitted, but one can do so with seeds.

Consumption of the drug on club premises is also forbidden, and while club members are required to pay fees before operations can commence, clubs aren’t permitted to advertise. This has eliminated what would have been a key source of revenue needed to rent premises and land for cultivation purposes.

Additionally, any individual who picks up the drug is required to do so in person, with a biometric photo affixed onto their ID. Furthermore, club members are required to have a clean criminal record for narcotics, signed up to the club for at least three months and lived in Germany for six months or longer.

It should be noted that all procedures mentioned above shall and can be reviewed at any time by authorities without prior notice.

Leipzig club member Marten Knopke claims that these clubs are subject to more restrictions than any alcohol business, noting that the government has made it difficult for the legal market to take on the illicit market.

This has made these nonprofit clubs, which were established to offer security, protection, quality control and addiction prevention measures, too restrictive for residents and even outsiders to enjoy the “legal” market fully.

It doesn’t help either that even with the law’s passage, conservative regions still oppose the use of the drug.

Sales data from June has revealed that Chinese electric vehicle exports to the European Union slowed down last month due to the EU’s new import tariffs on EVs manufactured in China. Although the tariffs were first introduced provisionally as EU and Chinese leaders discussed a way forward, it seems they are already impacting the export of Chinese electric cars into the regional bloc.

The China Passenger Car Association (CPCA) reported that despite a 22.3% year-over-year increase, the export of Chinese new energy vehicles (NEVs) dropped by 15.2% in June. This includes plug-in hybrid electric cars as well as battery electric vehicles (BEVs).

With the EU ranking as the second-largest EV market on the globe behind China, losing access to the European market would be a major blow to the more than 200 EV producers in China. The U.S. market was already out of reach for Chinese producers, and they will find it even harder to export their low-cost EVs to the American market now that the Biden administration has approved a 100% import tariff on Chinese electric-vehicle imports.

Fortunately for the hundreds of electric-vehicle manufacturers based in China, industry officials say the sales slowdown in the EU will be temporary. CPCA Secretary General Cui Dongshu explained that temporary pressure caused NEV exports from China to dip. The east Asian economic giant’s export growth also fell to slightly over 10% compared to its previous 30%–40% annual range. This monthly fall in exports and export growth was largely due to the EU’s new provisional tariffs on EV exports from China, Dongshu said.

China’s EV makers have been on quite a roll for the past couple of years, and the top players in the industry are now giving giants such as Tesla a run for their money. BYD even managed to temporarily usurp Tesla’s position as the world’s best-selling electric vehicle manufacturer in late 2023 before the Texas-based EV company reclaimed its position. Chinese EV companies also have an advantage that automakers in other countries don’t: billions of dollars’ worth of subsidies from their home government, disbursed for nigh a decade.

These subsidies have helped EV companies in China cut their production costs significantly and pass the savings to their consumers, allowing them to sell good-quality electric vehicles at affordable prices. As thousands and thousands of these more affordable EVs began streaming into the EU, the regional bloc’s executive arm, the European Commission, launched an investigation into China’s EV subsidy program. The investigation resulted in the EU levying up to 37.6% in import tariffs on Chinese EV imports.

We have seen the Federal Reserve increase rates of interest and hold those rates to deal with inflation over the years. During this period, the price of gold has been strong, with the metal recently reaching a new level of more than $2,400 in May. While the yellow metal’s price has dropped slightly since then, it’s still more than 20% higher than prices recorded last year.

With inflation demonstrating signs of moderating, the price of this precious metal may be affected. High levels of inflation are known to bolster gold’s price, with most investors using the yellow metal as a hedge against inflation. Some experts believe that if inflation hit 2%, the price of gold could still increase, while others hold the opinion that the value of this metal could fall if inflation dropped to 2%. Currently, inflation in the United States stands at 3.30%.

Ebkarian also believes, however, that the taming of inflation may also have a neutral impact on the precious metal. Other experts hold the opinion that additional factors may affect the price of gold more than lower inflation. Sterling Foundation Management’s CEO and founder, Roger D. Silk, states that there is no sure way of ascertaining how the price of gold will behave, even if the Central Bank brought down inflation to 2%.

Instead, Silk believes, the precious metal’s price may be impacted by broader geopolitical and economic factors beyond inflation. Therefore, while it may seem that inflation moves the price of gold, many other factors play a role as well.

If the United States attains the Federal Reserve’s 2% inflation target, it doesn’t necessarily mean that the price of the precious metal will go up or go down. This is primarily because other factors, such as political instability and government deficits, may influence gold investors who seek to diversify their portfolios.

Imagine the shock of waking up and realizing $1.7 million has vanished from your crypto account. Well, this is what happened to a Coinbase user this past week. According to reports, scammers posing as Coinbase staff accessed the user’s wallet and made away with the funds.

But how did this happen? This is a question that has bothered people worldwide. Edge & Node cofounder Tegan Kline, a friend of the user who was scammed, reported that a scammer claiming to be from Coinbase Global Inc. (NASDAQ: COIN) tricked the victim into revealing their seed phrase. Immediately after the call, they sent an employee verification email to the victim that looked legit – the branding was on point, the language was professional and the email even came from what seemed to be a genuine Coinbase domain. Because of this, the victim assumed that the scammers were part of the Coinbase security team, which convinced the user further.

In the email, the scammer identified themselves as David Brown and even revealed the recipient’s past Coinbase transactions. According to the email, there was a security threat, and the victim needed to secure their funds immediately. Without even a second thought, the victim followed the instructions to log into the account to secure their funds, but immediately after he clicked on the link, things took a turn for the worse.

The link took the user to a fake Coinbase login page, a website under the scammer’s control designed to steal their credentials. Unaware of this well-crafted deception, the victim entered the login details that the imposter had captured. But the story continues. To bypass the two-factor authentication (2FA), the scammer called the victim again, pretending to be a support agent, and asked for the 2FA code, claiming urgent security reasons.

Now armed with the user’s full credentials, the scammer made away with $1.7 million worth of cryptocurrency before the victim came to their senses. But this case is not unique. According to a report by Chainalysis Crypto Crime, $3.8 billion was stolen in 2022 as part of cryptocurrency-related crimes.

In the wake of this incident, cryptocurrency investors are advised to be vigilant and not fall for these deceptive scams. Coinbase has also launched an investigation into the matter and collaborated with authorities to track the scammers. Coinbase has also reiterated its commitment to user security. The company is taking measures to ensure all users know what to watch out for and what they can do to secure themselves and their funds against threats.

Hackers used either address poisoning, which involves transferring a tiny amount of cryptocurrency from an address that closely resembles the victim’s or recipient’s, or stolen private keys to deceive users into sending money to the incorrect wallet.

Cryptocurrency addresses are a good target for such deceptive approaches because they are notoriously difficult to memorize or input without errors due to their lengthy, complicated character sequences.

TRM Labs pointed out that there haven’t been substantial changes in the security landscape of the crypto environment to explain the increase in hacks. The number and types of attacks have remained relatively consistent year over year. However, the report did note that the average value of cryptocurrency has been higher in the past few months, which may have contributed to the increased value of stolen assets. Cryptocurrency companies continue to be frequent targets for cybercriminals.

For instance, the Mt. Gox crypto exchange went bankrupt in 2014 after losing up to 950,000 BTC in a number of hacks, a sum that would be worth more than $54 billion today. Scinai has an exclusive worldwide license for development and commercialization of COVID-19 NanoAbs and exclusive options for similar worldwide licenses for NanoAbs for the above mentioned additional large market disorders currently underserved by approved therapeutic antibodies.

Academic research teams from MPG and UMG have verified strong affinity by the new NanoAbs to their biological target molecules and high thermostability. They have also demonstrated strong neutralization by several NanoAb candidates of their respective target molecules. Neutralization studies of the other NanoAbs are expected to begin later in 2022.

Based on the promising results, Scinai will focus development efforts beginning with the following NanoAbs:

  • NanoAbs targeting IL-17 as drug candidates for the potential treatment of psoriasis and psoriatic arthritis
  • NanoAbs targeting IL-13 and NanoAbs targeting TSLP as drug candidates for the potential treatment of asthma

Reunion Gold Corp. (TSX.V: RGD) (OTCQX: RGDFF) is a leading gold explorer in the Guiana Shield, South America. In early 2021, the Company announced an exciting new greenfield gold discovery at its Oko West project in Guyana, where, after 22 months of resource definition drilling, the Company has announced an initial Mineral Resource Estimate (MRE) containing 2.475 Moz of gold in Indicated resources at 1.84 g/t and 1.762 Moz of gold in inferred resources at 2.02 g/t contained within a pit shell outline. Preliminary metallurgy results performed by the company, consisting of 8 bottle roll tests obtained strong results, averaging just under 90% recoveries on average. The Company is continuing with additional development activities at Oko West, including environmental base line studies and additional metallurgical work relating to the delivery of a PEA by year end 2023. In addition, Reunion Gold is currently exploring several priority targets in the Oko West project area on which the company feels there is good potential to add additional resource ounces. This includes the opportunity to grow the initial mineral resource estimate (MRE) released on June 13, 2023, and to discover additional gold ounces at Oko West outside of the resource area.

The Guiana Shield remains one of the most prospective exploration locations globally for the discovery of world class orogenic gold deposits. The shield, including both Guyana and Surinam, contain large relatively underexplored greenstone belts, from which Reunion Gold expects many more significant gold discoveries could emerge in the coming years.

Oko West Project

Reunion Gold’s Oko West Project is a brand-new gold discovery in northwest Guyana located within the historical Oko gold district. Alluvial gold has been mined from the Oko district since the turn of the century, but very little primary gold has been mined or even explored for to the best of the company’s knowledge. The project comprises a prospecting license with an area of approximately 44 square kilometers and is 100% held by Reunion’s Guyanese subsidiary.

In 2020, Reunion Gold’s geochemical survey, trenching and initial 1000 m drill program discovered and confirmed the presence of gold mineralization in this Orogenic gold system. The gold occurs in the eastern edge of the project area, along a 6km long sheared contact between a granitoid intrusion and a meta volcanic-meta sedimentary rock package. The MRE is located within the Kairuni zone, which represents the northern most 1.9 km of the 6 km long contact.

“We are advancing our Oko West project along two tracks. The first is to advance the exploration programs outside of the Kairuni zone, aimed at outlining and discovering additional gold mineralization within our Prospecting License. On this front, I am very excited by the results from the initial Scout RC Geochem drill program that is defining new targets west of our Kairuni zone,” Rick Howes, President and CEO of Reunion Gold, stated in a recent news release. In addition to the targets west of the Kairuni zone, the company has also commenced exploration work on the southern ~ 4 km of the same sheared contact that hosts the Kairuni zone MRE. In addition, the company feels that the MRE marks the size of the Kairuni resource at a point in time and that there is good potential to continue to grow the resource. The MRE remains open at depth below the resource pit outline in the block 4 area and also to depth and along strike in the block 5 and 6 areas. In addition to the exploration programs, the second strategic track is to rapidly advance the Kairuni zone along the path to development. To that end the company is moving forward with the engineering and other studies, including more detailed metallurgical studies, that will support the release a PEA on the Kairuni zone by year end 2023 The company feels that the rapid advancement of development of Kairuni zone MRE, while in parallel continuing to explore for additional ounces on the project, is the best path to try and maximize shareholder value in the shortest period of time.

Guyana

Guyana boasts a long history of mining gold, bauxite, diamonds and manganese. Still, the greenstone belts of the Guiana Shield remain relatively unexplored when compared to the analogous regions of the West African Shield (Birimian), which, according to geological evidence, was once connected to the Guiana Shield, forming a contiguous craton prior to the Mesozoic period.

Despite a historical lack of accessibility and low exploration intensity, several significant large-scale projects have emerged in the Guiana Shield, including Aurora, Oko West, Oko Main, Toroparu and Omai. Guyana is English speaking with a British based parliamentary and legal system and boasts the world’s fastest growing economy on the back of significant offshore oil discoveries by Exxon and its partners. It is expected that a significant amount of the revenues from oil production will be invested in improving the infrastructure, education and health care and agriculture within the country.

Market Opportunity

The World Gold Council, an industry association representing gold producers with hundreds of mining operations in nearly 50 countries around the world, called 2022 the “strongest year for gold demand in over a decade.” Annual gold demand jumped 18% YoY due to “colossal central bank purchases, aided by vigorous retail investor buying and slower ETF outflows.”

Despite this spike in demand, total annual gold supply increased by just 2% in 2022, halting two years of successive declines but failing to challenge 2018 highs. This supply-demand imbalance could provide a favorable market environment as Reunion Gold continues to advance drilling programs at its 100%-owned Oko West Project.
