Russian president Vladimir Putin has given the green light to a new law aimed at reducing the country’s dependency on the U.S. dollar (USD) in global trade. The legislation, which will come into effect on Nov. 1, 2024, permits approved mining companies to register via a state-managed database to legally mine cryptocurrencies. In addition, individual crypto miners will have the option to mine without the need for official registration provided their energy consumption remains under a specified limit.

The oversight of the sector will be shared among various entities within the Russian government, including the Finance Ministry, the Bank of Russia and a select group of ministers. These authorities will work together to develop and implement more detailed regulations in the upcoming months. Earlier this week, the metropolitan government in Tokyo rolled out an artificial intelligence (AI) system that uses cameras to detect building collapses and fires. The government’s aim is to enhance disaster response during earthquakes in real-time.

This recent development comes just a week after the country’s weather agency warned of a heightened risk of a megaquake along the Nankai Trough, a 700-kilometer-long subduction zone. Serious earthquakes have been recorded every one to two centuries along this trough that runs between southwestern and central Japan, with the last occurring quakes taking place in 1944 and 1946. Both earthquakes measured 8.1 in magnitude.

This latest warning was issued after tremors shook the ground in various parts of western Japan last week, causing a house in Kagoshima prefecture to collapse.

A 2022 damage assessment carried out by the metropolitan government determined that a megaquake in this region could cause a tsunami 2–2.6 meters high along the Tokyo Bay area. Additionally, there’s a 70%–80% likelihood of a massive earthquake occurring underneath Tokyo in the next three decades. The Japanese government expects the magnitude of the earthquake to be between 8 and 9.

A powerful earthquake focused on the southern region of Tokyo could cause damage to about 194,000 buildings and cause an estimated 6,100 deaths.

This artificial intelligence system works by analyzing footage obtained from high-altitude cameras. It focuses on identifying structural damage or smoke then presenting the data onscreen with maps and reports. Once it has automatically identified structural collapses and fires, it then conveys this information to relevant agencies such as the country’s Self-Defense Forces, the fire department or the police.

The system can also pick out areas with a lot of wooden houses, which allows authorities to prioritize areas with a heightened risk of serious damage.

The metropolitan government has installed two cameras at its government building, one of which is located in the western part of the metropolitan area and another at a bridge near Tokyo Bay. Prior to this advancement, cameras were manually operated, which made it hard to acquire accurate data following a disaster.

The metropolitan government plans to activate two more cameras at Tokyo Skytree by the end of the fiscal year through March 2025. This will help increase coverage in almost all of the capital’s wards as well as regions in the west. One official in the metropolitan government stated that the government’s objective is to utilize advanced technology to rapidly evaluate the full extent of damage.

Late last month, regulators in California withdrew the license of a cannabis testing laboratory. This development comes after it was determined that the lab tampered with equipment and faked test results so it could provide passing test results to marijuana products that were possibly contaminated with mold and dangerous pesticides.

In 2022, the state’s Department of Cannabis Control found that California Cannabis Testing Labs engaged in activities that posed a threat to public health. According to its report, the department rejected the company’s application for an annual license and withdrew its provisional license as well. A notice issued last month by Deputy Director Michael Cheng listed alleged violations unearthed at the Northridge-based firm.

The alleged violations include:

  • tampering with lab equipment so the equipment would be unable to detect pesticides and solvents identified as cancer risks by the Center for Disease Control and Prevention (CDC)
  • retesting samples to produce artificially inflated and/or false THC levels
  • intentionally faking bench sheet records for mycotoxins and pesticides

The company’s lab director is also said to have signed a certificate of analysis for a marijuana product that reported no detection of chlorfenapyr, a pesticide. However, tests carried out later by the state on samples gathered from the same batch found almost 600 times the amount of chlorfenapyr permitted under Californian law.

The company is owned by Melissa Mabe, Krishna Chivukula and Roger Chivukula.

David Hafner, a spokesperson for the state’s cannabis control department, revealed that the company had already requested a hearing concerning the status of its license. The company’s license, which was first issued in 2019 July, is listed as cancelled on a state database.

Currently, it remains unclear how many products tested by the lab were sold to consumers in the state.

The report also reveals that three recalls were issued in March, May and June this year for marijuana products the laboratory had approved, which were later found to be contaminated with aspergillus, a type of mold. In July, another mandatory recall was issued for vaporizer cartridges that were tainted with chlorfenapyr.

These issues come at a time when the marijuana industry is dealing with growing concerns over testing, with deliberate falsification of test results becoming a significant problem.

Other violations the company may have committed include:

  • not accurately reporting total THC levels on certificates of analyses
  • not carrying out tests for pentachloronitrobenzene, a fungicide
  • not adhering to standard procedures for testing for pesticides
  • faking certificates of analysis by reporting inaccurate results from laboratory data

Marijuana is among the earliest crops cultivated by humanity, with ancient societies across the globe growing the plant for various purposes, including medicine, fiber and food as well as its hallucinogenic properties.

In the present day, approximately 12,000 years since marijuana’s first cultivation, the global marijuana industry has reached an estimated value of $65 billion. In regions where cannabis is legalized, consumers now have access to an extensive selection of more than 700 different strains, each with unique and often creative names, such as Unicorn Poop and Cat Piss.

Despite the wide range of options available, marijuana products are typically divided into two groups: sativa and indica, with each thought to have different psychotropic effects.

“There’s a common belief that smoking an indica strain is similar to using Xanax, leading to drowsiness, while consuming sativa is akin to a stimulating experience, almost like taking a hit of cocaine, resulting in increased energy and hyperactivity,” explains Binske cofounder and CEO, Alex Pasternack.

However, a growing body of scientific evidence indicates that these names may not imply as much as previously believed. There may not be many genetic or chemical distinctions between the two, suggesting that users may not get the desired results.

French scientist Jean-Baptiste Lamarck is credited with coining the words indica and sativa in the late 1700s when he proposed classifying marijuana plants according to their physical traits. He noted that sativas were longer with fibrous stems and narrow, thin leaves, whereas indicas were shorter with woody stems and broad, stubby leaves.

However, neuroscientist Nick Jikomes, who was once Leafly’s director of science and innovation, states that a plant’s outward look is not always a good sign of its effects on the mind and body. He says that a drug’s chemical makeup determines how it affects you.

And unlike wineries, cheesemakers or apple producers, cannabis farmers are not constrained by rigid naming conventions. According to Jikomes, anyone may take any random cannabis seed and call it whatever they wish. They can also classify it as indica, sativa, hybrid or anything else they want.

This helps to explain why Jikomes discovered that product labels frequently misrepresented the chemical makeup of the marijuana flowers it tested in a 2022 study that examined the chemical composition of more than 90,000 commercial marijuana flower samples from six states in the country. The study found that sativas did not consistently contain higher levels of THC, the primary compound responsible for the marijuana high, compared to indica strains.

These findings are consistent with a study conducted in 2021, which examined around 300 marijuana strains. The lead author of the study, Sean Myles, stated that there isn’t any credible scientific data indicating a difference between samples classified as indica or sativa.

The widespread cross-breeding that has taken place throughout time is partially to blame for the confusion. Myles noted that although the original indica plant, which originated in the Middle East, may have been chemically and genetically different from its sativa counterpart from central Asia, the differences are now too hazy to be distinguished with clarity.

Researchers recommend categorizing marijuana according to its chemical properties rather than its physical characteristics for increased accuracy. The geological setting of the Albert Lake Project is within the Trans Hudson Orogeny (Corridor), which is host to numerous world-class nickel mining camps including the Thompson Nickel Belt (currently operating with more than 5 billion pounds of nickel produced since 1959), Lynn Lake (past producer) and Raglan Nickel Belt (currently operating with more than 39,000 tons of nickel produced in 2020).

The project is fully permitted. Exploration plans for 2024 include drilling a high-priority target located approximately 2km south of the historic Rottenstone Mine along with drilling other high-priority targets. Additional soil geochemistry, surface geophysical programs and geological mapping and prospecting will be performed during the summer field season.

The Gochager Lake Project

The Gochager Lake Project in northern Saskatchewan, also in the prolific Trans Hudson Corridor, was recently expanded through the addition of the contiguous Watt’s Lake property and direct staking, bringing its total land area to 22,620 hectares.

The Gochager Lake property is host to a historic resource defined by drilling in 1966-1967 consisting of 4.2 M tons grading 0.29% Ni and 0.08% Cu. Recent drilling by Fathom has defined multiple very robust off-hole borehole electromagnetic (BHEM) responses in eight of nine holes drilled in 2023 and three historic drill holes probed. There is very strong evidence of multiple, high-grade nickel-copper-cobalt steeply oriented chutes within the historic Gochager Lake Deposit.

Prior to Fathom exploration in 2023 and since 1970, exploration at the property has been limited to small drill programs in 1989-1990 and 2018. Exploration plans for 2024 include expanded surface geophysical programs, drilling and continued BHEM surveys to expand tons and increase the grade of the historic Gochager Lake deposit. Summer exploration will consist of soil geochemistry, mapping, prospecting and additional surface geophysical programs focused on identifying other Gochager-like deposits within the current land package.

Tellurium and the Green Energy Revolution

Tellurium has a key role to play in the ongoing green energy revolution. It is widely used in the manufacturing of photovoltaic cells for solar panels.

Despite this utility, ongoing trade tensions between China and the U.S. create implications for both tellurium and the production of cadmium-tellurium solar cells. China’s recent trade restrictions amplify the fragility of the North American tellurium supply, as the Asian nation currently produces about 60% of the world’s tellurium. This sustained supply vulnerability is why First Solar, the United States’ largest solar panel producer, set up a worldwide search for tellurium deposits in the mid-2000s.

“In North America alone, our understanding is that First Solar looked at over a hundred tellurium properties,” First Tellurium CEO Tyrone Docherty stated in a news release. “Their number one property by far, which they acquired, was the Colorado Klondike which we now control.”

The U.S. is now looking to secure safe, domestic sources of tellurium and many other critical metals to pre-empt potential shortages. The Biden administration has instituted a stream of policies, particularly the U.S. Inflation Reduction Act, to source solar components from North America and other “friendly” jurisdictions.

As the only junior mining company in the world focused on tellurium exploration, First Tellurium is ahead of the curve in capitalizing on these initiatives to establish strategic, domestic supplies of key resources for solar panel manufacturers.

Projects

Deer Horn Tellurium-Gold-Silver-Copper Project

Deer Horn is located on 51.33 square kilometers (km) in west-central British Columbia, 36 km south of the prolific Huckleberry copper-molybdenum mine and 135 km southwest of the community of Burns Lake. It is one of few significant tellurium discoveries outside Asia and includes a 2.4 km-long vein system of high-grade gold, silver and tellurium, as well as broader zones of bulk-tonnage gold, silver and tellurium mineralization. The company completed a positive Preliminary Economic Estimate and has begun permitting for a 10,000-tonne bulk sample program to advance the project toward mine feasibility. It is North America’s only silver-gold-tellurium property with an NI 43-101 compliant tellurium resource, and it hosts a number of other mineralized targets and zone containing critical metals such as copper, tungsten and zinc.

First Tellurium owns 50% of the property, with an option to acquire up to a 75% interest. The company has engaged Dias Geophysical of Saskatoon, Saskatchewan, to conduct induced polarization (IP) geophysics on the Deer Horn Project in summer 2023. The program is designed to help develop drill targets for a subsequent drilling program.

Klondike Gold-Tellurium Project

The Klondike property is located in Saguache County, Colorado, southwest of Buena Vista in the state’s historical mining district. The company reports it has engaged Burgex Mining Consultants of Sandy, Utah, to stake additional claims around the Klondike property. The claims have been filed with the Bureau of Land Management.

Klondike demonstrates exceptional tellurium grades. Tellurium, used in high-efficiency cadmium telluride (Cd-Te) solar panels, next-generation lithium-ion batteries and thermoelectric devices to change heat into energy, is an essential element for the world’s transition to green energy.

The Klondike property was a top tellurium prospect owned previously by First Solar Inc., one of the world’s largest solar panel producers. First Solar terminated its worldwide raw materials exploration program in 2012 and sold the property to Colorado Klondike LLC, which optioned the project to First Tellurium. Colorado Klondike, led by First Solar’s former Exploration Manager in North America, is managing the upcoming exploration program.

The Colorado Geological Survey (CGS), in partnership with the Colorado School of Mines, reported on First Solar’s exploration at Klondike in 2015, noting: “Surface sampling by First Solar, Inc. in 2006 found very high tellurium grades of up to 3.3% (33,000 ppm), along with locally high gold grades. Tellurium grades at Klondike were the highest encountered in the company’s nationwide exploration program.”

Market Outlook

First Tellurium in spring 2023 referenced recent forecasts by the International Energy Agency (IEA) pointing to rapid growth in solar photovoltaic (solar PV) deployment worldwide. According to the agency, solar PV installations will generate more power by 2027 than any other energy source, including coal, natural gas and hydro. To meet this demand, consumption of both silver and tellurium, key components of solar panels, is expected to surge in coming years.

Chen Lin, founder of Lin Asset Management, has written in his investment newsletter for clients that solar PV is now the largest industrial usage of silver. He said that in 2022 solar PV production used about 12% of total silver demand, or about 120 million ounces of silver. Lin expects this number to rise dramatically in the coming years, and that is likely to lead to silver supply deficits for decades to come.

Lin points out that solar power is now the cheapest source of energy in many parts of the world and that all forecasts point to dramatic expansion of solar PV in the coming two decades. Conservative estimates forecast 300 gigawatts of solar PV production by 2027, up from the current level of about 200 gigawatts.

Tyrone Docherty is President, Director and CEO of First Tellurium Corp. He previously served as President and CEO of Quinto Mining Inc., taking over when it had a market cap of $4 million. With limited resources in a difficult market environment, he raised more than $30 million and advanced Quinto’s Quebec iron ore property to a viable project. Quinto later sold for $175 million, with Quinto management taking shares of the purchaser, Consolidated Thompson Iron Mines, amounting to approximately 20-21% of that company. Consolidated Thompson Iron Mines sold two years later for $4.9 billion, giving the former Quinto team an enterprise value of approximately $1 billion. From 2012 to 2018, Mr. Docherty was Director and Chairman of Mason Graphite Inc. He has worked in the financial and minerals markets for more than 30 years.

Tony Fogarassy, M.Sc. LL.M., is Chairman of First Tellurium Corp. He is a lawyer and a geologist. His extensive legal and technical expertise includes minerals, oil and gas, coal and renewable energy projects and environmental and aboriginal/indigenous law in North America, Africa and Asia.
