Dallas voters will have the opportunity to decide in November whether or not the city should decriminalize cannabis. The city’s council decided on Aug. 14, 2024, to add the Dallas Freedom Act to the ballot for the upcoming Nov. 5 election. Local proponents of cannabis reform are leading this effort to loosen the rules governing adult possession of marijuana.

The push for reform is led by Ground Game Texas, a nonprofit organization focused on social justice. The group gathered nearly 50,000 signatures from residents, far exceeding the 20,000-signature threshold needed to get the measure on the ballot.

The measure would forbid police from arresting or ticketing people for having less than four ounces of cannabis in their possession. Possession of two to four ounces of cannabis is currently regarded as a class A misdemeanor in Texas, which carries a maximum one-year jail sentence. Possession of less than two ounces results in a class B misdemeanor, and the punishment is up to 180 days in jail.

Other key provisions within the proposal include:

  • Except for felony investigations, Dallas police would no longer be permitted to use the scent of hemp or cannabis as justification for searching or seizing property.
  • Except for the restricted circumstances outlined by the proposal, police would not issue a citation for class A or B misdemeanor possession of cannabis or arrest unless instructed otherwise by an orderly ruling from a federal or state court.
  • Except in cases where testing is required for public safety (such as toxicology tests) or is a component of a violent crime investigation, no cannabis product would be subjected to THC-level testing to assess if it complies with the legal definition of marijuana using city resources or people.

The city council approved the proposal for the November ballot by a vote of 11–4. Supporters of the measure, including Council Members Omar Narvaez, Adam Bazaldua, Zarin Gracey and Chad West, have voiced their backing for decriminalization. West, who first proposed the initiative in June, argued that it is a needed reform for Dallas.

On the other hand, Eddie Garcia, the chief of police in Dallas, expressed concerns, stating that the proposed changes wouldn’t benefit the community. He argued that four ounces is more than a small amount for individual use. Garcia noted that his narcotics unit found that an average illicit purchase for individual use in the city consists of two or three dime bags, which is far less than four ounces.

The systematic review and meta-analysis were carried out by investigators in Taiwan, whose objective was to evaluate the acceptability and true comparative effectiveness of psychedelics in comparison to conventional antidepressants. For their analysis, the investigators centered on the effectiveness of psilocybin, MDMA and LSD as compared to escitalopram, a commonly prescribed antidepressant.

The researchers sifted through various databases, including the Cochrane Central Register of Controlled Trials and Medline, to find relevant studies. Included in the analysis were studies that had randomized controlled trials with patients with depressive symptoms related to life-threatening conditions or clinically diagnosed depression. The studies also had to compare oral monotherapy treatments.

Once this was done, the researchers separated responses from antidepressant trials from those in placebo trials to offer an accurate estimate of the true effectiveness of these drugs.

They determined that only psilocybin administered in high doses demonstrated greater effectiveness in comparison to the placebo. This suggests that while psychedelics do hold promise, their effectiveness in comparison with standard antidepressants may have been overestimated in prior trials because of things such as unsuccessful blinding in trials.

The study had some limitations, including the focus on short-term effects of psychedelics. The analysis didn’t evaluate the long-term efficacy of psychedelics as compared to antidepressants. Understanding how these therapies work over the long-term is important because depression is a chronic illness.

Another limitation was the small number of studies included in the analysis. Future studies should center on bigger, longer-term studies that include strict blinding techniques to ensure that the true efficacy of psychedelics can be evaluated accurately.

These entities have explained that these products haven’t been tested for contaminants or additives and are often mislabeled, making it hard for consumers to know their contents.

HB 1676 was recently introduced to regulate hemp cultivation and processing by bringing intoxicating products under medical cannabis guidelines. Advocates cited an investigation which determined that the products contained mycotoxins, pesticides and about 40 times the legal limit of THC. To produce intoxicating hemp products, synthetic THC forms are added to hemp extracts.

The measure was met with a lot of resistance, particularly from cultivators of hemp. While it was approved by both houses, it died in conference.

A letter addressed to Congress by the attorneys general of 20 states, including Tennessee and Arkansas, argued that not regulating intoxicating hemp products was a crisis that would affect public safety.

While both Arkansas and Mississippi have operational medical cannabis industries, the former state has imposed a ban on intoxicating products. If Mississippi wants its medical cannabis market to grow without being stifled, the legislature will need to act against intoxicating hemp products. It may also need to reduce the numbers in its industry, which is already overbuilt; there are too many dispensaries to serve its patients. This is in comparison to Arkansas, which has 102,000 patients being served by 38 dispensaries.

CBN is the active pharmaceutical ingredient (API) in InMed’s two lead programs for dermatological and ocular diseases.

InMed’s most advanced compound, INM-755, is a CBN topical cream under clinical development for the treatment of epidermolysis bullosa, a severe genetic skin disorder. To date, INM-755 has been evaluated in two Phase 1 clinical trials in healthy volunteers. InMed has filed Clinical Trial Applications in several countries as part of a global Phase 2 clinical trial of INM-755 (cannabinol) cream in epidermolysis bullosa. Responses from the National Competent Authorities and Ethics Committees are expected throughout the summer of 2021.

InMed is also involved in developing INM-088, an ocular CBN formulation being researched for the treatment of glaucoma, the second leading cause of blindness in the developed world. InMed is currently evaluating several formulations to deliver CBN into the eye to address issues of dosing frequency, side effects and treatment penetration. INM-088 is being designed for topical delivery to the eye. This localized delivery results in very little drug being absorbed or migrating into the bloodstream, thus minimizing potential adverse side effects. INM-088 shows promise to reduce intraocular pressure and provide neuroprotection of the eye.

Manufacturing

The limited availability of rare cannabinoids like CBN makes them economically impractical to extract directly from the plant for pharmaceutical use. InMed is developing IntegraSyn, a cannabinoid synthesis manufacturing system to create rare cannabinoids in the lab that are bioidentical to the compounds derived from the cannabis plant. IntegraSyn uses multiple standard pharmaceutical processes and has achieved a cannabinoid yield of 5 grams per liter, surpassing commercial viability and significantly exceeding currently reported industry yields. InMed is now focusing on manufacturing scale-up to larger batch sizes while continuing process optimization, targeting increased cannabinoid yield and further reducing overall cost of goods.

BayMedica Inc. Acquisition

On June 29, 2021, InMed announced it had entered into a non-binding letter of intent to acquire BayMedica Inc., a private company based in Nevada and California that specializes in the manufacture and commercialization of rare cannabinoids.

As noted in the news release, BayMedica is a revenue-stage biotechnology company leveraging its significant expertise in synthetic biology and pharmaceutical chemistry to develop efficient, scalable and proprietary manufacturing approaches to produce high quality, regulatory-compliant rare cannabinoids for consumer applications. BayMedica is currently commercializing the rare cannabinoid CBC (cannabichromene) as a B2B supplier to distributors and manufacturers marketing products in the health and wellness sector. BayMedica is planning additional rare cannabinoid launches for the coming year.

Pursuant to the indicative terms of the LOI, InMed and BayMedica intend to negotiate and enter into a definitive agreement under which InMed would acquire 100% of BayMedica in exchange for 1.6 million InMed common shares to be issued to BayMedica’s equity and convertible debt holders, with any such issued InMed common shares being subject to a six-month contractual hold period.

Market Outlook

There is a rapidly growing demand for rare cannabinoids. However, their low natural concentration makes traditional harvesting of these compounds cost prohibitive. Biosynthesis allows production of rare cannabinoids in the lab that are bioidentical to compounds found in nature, with significantly higher yields which reduce costs. Biosynthesis can produce pharmaceutical-grade, bioidentical, THC-free compounds at a cost that’s 70 to 90 percent less than wholesale prices of naturally harvested rare cannabinoids.

Cannabinoid-based pharmaceuticals are expected to overtake the market as rare cannabinoids become less expensive and more available. According to Statista, the value of the consumer market for cannabinoid-based pharmaceuticals in the United States is forecast to grow to $25 billion by 2025 and to $50 billion by 2029, with cannabinoid-based pharmaceuticals used to treat health conditions including pain, respiratory conditions, autoimmune conditions and more.

Deer Horn Tellurium-Gold-Silver-Copper Project

Deer Horn is located on 51.33 square kilometers (km) in west-central British Columbia, 36 km south of the prolific Huckleberry copper-molybdenum mine and 135 km southwest of the community of Burns Lake. It is one of few significant tellurium discoveries outside Asia and includes a 2.4 km-long vein system of high-grade gold, silver and tellurium, as well as broader zones of bulk-tonnage gold, silver and tellurium mineralization. The company completed a positive Preliminary Economic Estimate and has begun permitting for a 10,000-tonne bulk sample program to advance the project toward mine feasibility. It is North America’s only silver-gold-tellurium property with an NI 43-101 compliant tellurium resource, and it hosts a number of other mineralized targets and zone containing critical metals such as copper, tungsten and zinc.

First Tellurium owns 50% of the property, with an option to acquire up to a 75% interest. The company has engaged Dias Geophysical of Saskatoon, Saskatchewan, to conduct induced polarization (IP) geophysics on the Deer Horn Project in summer 2023. The program is designed to help develop drill targets for a subsequent drilling program.

Klondike Gold-Tellurium Project

The Klondike property is located in Saguache County, Colorado, southwest of Buena Vista in the state’s historical mining district. The company reports it has engaged Burgex Mining Consultants of Sandy, Utah, to stake additional claims around the Klondike property. The claims have been filed with the Bureau of Land Management.

Klondike demonstrates exceptional tellurium grades. Tellurium, used in high-efficiency cadmium telluride (Cd-Te) solar panels, next-generation lithium-ion batteries and thermoelectric devices to change heat into energy, is an essential element for the world’s transition to green energy.

The Klondike property was a top tellurium prospect owned previously by First Solar Inc., one of the world’s largest solar panel producers. First Solar terminated its worldwide raw materials exploration program in 2012 and sold the property to Colorado Klondike LLC, which optioned the project to First Tellurium. Colorado Klondike, led by First Solar’s former Exploration Manager in North America, is managing the upcoming exploration program.

The Colorado Geological Survey (CGS), in partnership with the Colorado School of Mines, reported on First Solar’s exploration at Klondike in 2015, noting: “Surface sampling by First Solar, Inc. in 2006 found very high tellurium grades of up to 3.3% (33,000 ppm), along with locally high gold grades. Tellurium grades at Klondike were the highest encountered in the company’s nationwide exploration program.”

Market Outlook

First Tellurium in spring 2023 referenced recent forecasts by the International Energy Agency (IEA) pointing to rapid growth in solar photovoltaic (solar PV) deployment worldwide. According to the agency, solar PV installations will generate more power by 2027 than any other energy source, including coal, natural gas and hydro. To meet this demand, consumption of both silver and tellurium, key components of solar panels, is expected to surge in coming years.

Chen Lin, founder of Lin Asset Management, has written in his investment newsletter for clients that solar PV is now the largest industrial usage of silver. He said that in 2022 solar PV production used about 12% of total silver demand, or about 120 million ounces of silver. Lin expects this number to rise dramatically in the coming years, and that is likely to lead to silver supply deficits for decades to come.

Lin points out that solar power is now the cheapest source of energy in many parts of the world and that all forecasts point to dramatic expansion of solar PV in the coming two decades. Conservative estimates forecast 300 gigawatts of solar PV production by 2027, up from the current level of about 200 gigawatts.

SASB Gas Field

The SASB Gas Field is producing and delivering critical domestic supplies of natural gas as energy shortages grip Europe due to Russia’s invasion of Ukraine.

Located in the southwestern Black Sea, the SASB gas field consists of numerous conventional natural gas pools located in shallow water. The fields have produced over 43 billion cubic feet (BCF) since initial development in 2007 and continue to provide much needed energy to Türkiye and the EU. Total infrastructure to date, including production platforms, pipelines, initial wells and gas processing plant, cost in excess of $600 million.

Trillion Energy is redeveloping the field with a strategic planned program of approximately 17 wells which commenced in 2022. Phase B of the program, targeted for 2024/25, consists of the re-entry of five legacy wells to drill sidetrack development wells and one exploration stratigraphic well.

Cendere Oil Field

Trillion Energy’s Cendere oil field is a long-term, low decline, stable oil production field located in Türkiye. The company has a 19.6% interest in the field, except for three wells in which its interest is 9.8%.

Cash flow after operating costs from the field is $120,000 to $140,000 per month, with average current production netting the company 110-120 barrels of oil per day. Estimated remaining Cendere oil reserves total 1.5 million barrels (0.277 million barrels net Trillion Energy).

The gross value of Trillion Energy’s interest is estimated at $13.85 million (NPV10).

Cudi-Gabar

Trillion Energy’s 10-well oil exploration drilling program is occurring on three prospective oil blocks located in the prolific Cudi-Gabar oil province in southeast Türkiye. The total area of the three blocks is 374,325 acres.

Trillion Energy’s potential 50% working and revenue interest in the blocks is earned by paying 100% of the work program costs. The company will operate the exploration program.
During 2023/24, Trillion Energy will shoot 351 kilometers of 2D seismic (150 km already shot on the eastern block) and drill four wells. The remaining six wells will be paid 50% by Trillion and 50% by the company’s partner. The oil blocks are surrounded by more than 10 major oil discoveries, half of which are recent.

Market Opportunity

A January 2024 report by Emergen Research, a market research and consulting company, estimated the global natural gas market at $310.5 trillion in 2022 and projected the market will be worth $443.8 trillion by 2032, achieving a CAGR of 3.7% during the forecast period. Increasing global economic activity and rising electricity consumption are key factors driving revenue growth of the market, according to the report.

Trillion Energy reports strong demand for natural gas in Türkiye, which is the seventh-largest natural gas consuming country in the world. Türkiye currently imports 98% of the natural gas it consumes, with about 60% of those imports coming from Iran and Russia.
