The government of Ukraine recently approved a list of medical conditions that qualify for medical marijuana following the enactment of the country’s marijuana legislation by President Volodymyr Zelensky. The Ministry of Health shared a list of roughly 20 medical conditions eligible for marijuana treatment, noting that more conditions could be included later if medically approved.

The current list covers a variety of health issues, including neuropathy, multiple sclerosis, shingles, cerebral palsy, chemotherapy-related complications, childhood epilepsy and Parkinson’s disease.

While Zelensky and other officials have said access to medical marijuana can help soldiers address mental and physical wounds incurred during the nation’s ongoing war with Russia, post-traumatic stress disorder (PTSD) is currently not a qualifying medical condition.

The Ministry of Health also clarified the guidelines for using marijuana-based medicines, emphasizing the need for strict state control. Patients are advised to stop treatment if they don’t see therapeutic effects within one to three  months or if they experience serious side effects, including mental-health issues.

The country has begun importing cannabis products following the decision to move marijuana from list 1 to list 2 of Ukraine’s drug classification system. This shift allows cannabis to be prescribed for medical use.

The legislation was initially approved last year but faced opposition when the Batkivshchyna party attempted to block it by introducing a resolution to repeal the bill. That resolution was ultimately rejected in January this year, clearing the way for the law to take effect. Opponents of the measure also tried to stop it by submitting hundreds of amendments, described by critics as “spam,” to slow the process. Despite these efforts, 248 votes were cast in favor of the bill.

The responsibility for regulating marijuana cultivation and processing will fall to Ukraine’s Ministry of Agrarian Policy. The State Agency on Medicines and the National Police will oversee the distribution of cannabis for medical use and ensure compliance with the law.

Zelensky has been vocal in his support for medical cannabis. In an address to parliament last year, he urged lawmakers to adopt best practices from around the world to help alleviate the pain and suffering of Ukrainians, especially given the country’s ongoing war. He stressed the need to legalize marijuana-based medicines for persons in need while ensuring that production is properly regulated.

The current reform is opposed to that of Russia, Ukraine’s longstanding foe. Russia has always opposed marijuana reform on a national and international level and has expressed disapproval of nations such as Canada that have legalized the drug.

China’s former finance vice minister, Zhu Guangya, has urged the country to keep studying cryptocurrencies as the United States adopts a more favorable stance toward digital assets. Speaking at this year’s Tsinghua PBOC Chief Economists Forum, Zhu emphasized the importance of understanding the global development of cryptocurrencies, even in light of the risks and challenges associated with them.

Zhu, who served in the role from 2010 to 2018, noted that cryptos play a vital role in the growth of digital economies and must be explored thoroughly. In his speech, Zhu noted that the U.S. has undergone a significant change in its approach to cryptocurrencies, driven in part by institutional interest. Initially, the U.S. viewed crypto with suspicion, especially because it was linked to money laundering and the funding of terrorism in global markets.

However, recent policy changes, including the approval of Ether and Bitcoin spot exchange-traded funds (ETFs), have led to a more widespread acceptance of crypto in the U.S. financial system.

Zhu also noted that Donald Trump, who is currently running for president as a Republican candidate, has made cryptocurrency a focal point in his campaign. According to Trump, the United States should adopt cryptocurrencies to keep up with China in terms of financial and technological innovation.

Currently, more than 48,000 individuals in the state buy marijuana, thanks to Minnesota’s medical program, which started enrolling people in 2015.

The state legalized medical marijuana in May 2014 when then Governor Mark Dayton signed into law a legislation that legalized its use for several medical conditions, including HIV, Tourette’s syndrome, epilepsy and Crohn’s disease. There are two licensed retailers in the state, namely Green Goods and RISE, which operate 15 dispensary locations between them. These locations don’t seem to be enough, as patients often must drive long distances just to get to a dispensary.

Chelsea Swanson, a St. Francis patient, reveals that she must drive almost 30 miles just to get a dispensary. Swanson, who was skeptical of marijuana before she started using it to manage her pain and nausea, hopes that the launch of recreational dispensaries will eliminate the need to travel that far to access the drug. She adds that with the opening of these stores, she won’t have to enroll in any regulatory program. However, she continues, access to top-quality products makes the trip worth it, revealing that she has since stopped using prescription medications to manage her symptoms.

State officials plan to circumvent any impact to the medical-cannabis industry by imposing a tax on recreational products, while medical products remain tax free. Limits on potency and possession will also be imposed on recreational products. This is in addition to eliminating the $200 enrolment fee that patients pay annually for the medical marijuana program.

Officials will also make patient recertification a once-every-three-years thing instead of an annual affair, while also reducing the age limit for registered caregivers to buy marijuana flower to 18 from 21. Further, patients in medical programs in other states will also be allowed to purchase products in the state under a visiting patient option.

South Korean automaker Kia Motors has opened its first electric-vehicle-only manufacturing plant at Autoland Gwangmyeong, South Korea. The new EV-only plant (EVO) will mass manufacture two lines of low-cost EV models — the Kia EV3 and Kia EV4 as part of Kia’s plans to become a leading EV maker.

With a capacity of 150,000 electric cars per year, the new facility will also be Hyundai Motor Group’s first electric-vehicle-only manufacturing facility. Kia CEO Choi Joon-Young said the facility’s completion marked Kia’s first step towards becoming a “leading EV brand.” Speaking during the facility’s completion ceremony, Joon-young said Kia would develop next-gen EVs at the Kia Gwangmyeong EVO plant.

Kia has already begun mass producing the EV3, and the carmaker started taking preorders of the compact SUV in Korea in June at $30,700. After receiving more than 10,000 reservations  in only 23 days, the EV3 could help Kia gain a strong foothold in its home market, especially now that customers are clamoring for affordable electric cars.

Kia first unveiled the EV3 during its first electric vehicle day in October 2023 and is set to sell the EV at $30,700 pretax benefits and $29,200 after incentives. The Kia EV3 goes for nearly 36,000 euros ($40,000) in Europe and has a WLTP range of up to 372 miles.

CEO Joon-Young said the recently completed plant marks a “history of EVs” for Kia. The Hyundai Motor Group subsidiary will start building the EV4, referred to by Kia as a completely new kind of electric sedan, at the Kia Gwangmyeong EVO Plant in the first six months of 2025. Although the EV4 Sedan will be smaller than the EV3, both electric cars will draw most of their design and technology features from the EV9.

Kia has been spotted doing test runs of the Kia EV4 Sedan as well as a hatchback model in Europe. The EV4 is expected to cost around $35,000 to $40,000 with deliveries set to begin in 2025. According to a Kia official, both the EV3 and EV4 models will be instrumental in popularizing battery electric cars within and without Kia’s native Korea.

The new plant will serve as a key production hub for Kia as it ramps up electric vehicle production. In the meantime, Hyundai Motors Group is set to build the Metaplant America (HMGMA) in Georgia as early as November with the 2025 IONIQ 5 being the facility’s first vehicle.

When these affordable EVs reach the market, other competitors such as Nikola Corporation (NASDAQ: NKLA) could feel the pressure to also bring to market models within that price range, so that they aren’t muscled out of the market.

SASB Gas Field

The SASB Gas Field is producing and delivering critical domestic supplies of natural gas as energy shortages grip Europe due to Russia’s invasion of Ukraine.

Located in the southwestern Black Sea, the SASB gas field consists of numerous conventional natural gas pools located in shallow water. The fields have produced over 43 billion cubic feet (BCF) since initial development in 2007 and continue to provide much needed energy to Türkiye and the EU. Total infrastructure to date, including production platforms, pipelines, initial wells and gas processing plant, cost in excess of $600 million.

Trillion Energy is redeveloping the field with a strategic planned program of approximately 17 wells which commenced in 2022. Phase B of the program, targeted for 2024/25, consists of the re-entry of five legacy wells to drill sidetrack development wells and one exploration stratigraphic well.

Cendere Oil Field

Deer Horn Tellurium-Gold-Silver-Copper Project

Deer Horn is located on 51.33 square kilometers (km) in west-central British Columbia, 36 km south of the prolific Huckleberry copper-molybdenum mine and 135 km southwest of the community of Burns Lake. It is one of few significant tellurium discoveries outside Asia and includes a 2.4 km-long vein system of high-grade gold, silver and tellurium, as well as broader zones of bulk-tonnage gold, silver and tellurium mineralization. The company completed a positive Preliminary Economic Estimate and has begun permitting for a 10,000-tonne bulk sample program to advance the project toward mine feasibility. It is North America’s only silver-gold-tellurium property with an NI 43-101 compliant tellurium resource, and it hosts a number of other mineralized targets and zone containing critical metals such as copper, tungsten and zinc.

First Tellurium owns 50% of the property, with an option to acquire up to a 75% interest. The Colorado Geological Survey (CGS), in partnership with the Colorado School of Mines, reported on First Solar’s exploration at Klondike in 2015, noting: “Surface sampling by First Solar, Inc. in 2006 found very high tellurium grades of up to 3.3% (33,000 ppm), along with locally high gold grades. Tellurium grades at Klondike were the highest encountered in the company’s nationwide exploration program.”

Market Outlook

First Tellurium in spring 2023 referenced recent forecasts by the International Energy Agency (IEA) pointing to rapid growth in solar photovoltaic (solar PV) deployment worldwide. According to the agency, solar PV installations will generate more power by 2027 than any other energy source, including coal, natural gas and hydro. To meet this demand, consumption of both silver and tellurium, key components of solar panels, is expected to surge in coming years.

Chen Lin, founder of Lin Asset Management, has written in his investment newsletter for clients that solar PV is now the largest industrial usage of silver. He said that in 2022 solar PV production used about 12% of total silver demand, or about 120 million ounces of silver. Lin expects this number to rise dramatically in the coming years, and that is likely to lead to silver supply deficits for decades to come.

Lin points out that solar power is now the cheapest source of energy in many parts of the world and that all forecasts point to dramatic expansion of solar PV in the coming two decades. Conservative estimates forecast 300 gigawatts of solar PV production by 2027, up from the current level of about 200 gigawatts.

This is expected to play a key role in the project’s development as demand for electric vehicles continues to surge.

In March 2023, the company announced its submittal of permit applications to the Bureau of Land Management in respect of its exploration of the Ruby Graphite Project. Its initial drill program, expected to take place in the summer of 2023, includes plans for 3,500 total meters of drilling, cored to an average depth of 130 meters. The targets for this drill program have been identified using historical data from original mine operations and data gathered for the initial 43-101 technical report on the project, dated January 31, 2023.

ZigZag Lithium Property

Located in the Thunder Bay Mining Division of Ontario, the ZigZag Lithium Property consists of eight mining claims spanning roughly 2,710 hectares. Mineralization at the property, most notably lithium, is based in pegmatite dikes and concentrated in spodumene crystals, which are consistent throughout the entire unit.

Spodumene is readily observable in outcrops and in drill cores, with crystal sizes ranging from 3-15cm, on average.

Reflex Advanced Materials and American Energy Technologies Company Metallurgical Partnership

Reflex Advanced Materials has entered into a material processing agreement with American Energy Technologies Co., which is based in Arlington Heights, Illinois, to conduct metallurgical testwork with the goal of creating a technical support data package for Reflex’s target customer base, U.S. Federal agencies and qualification programs with hi-tech customers in the battery and battery storage business.

The resulting coated, spherionized, purified graphite (CSPG) material that is expected to be created from the aforementioned tests will be used to provide potential customers of CSPG with samples so that they can begin the material qualification process.

Market Opportunity

Graphite is an ideal battery anode and has dominated the market since the proliferation of lithium-ion batteries. Despite this demand, there is currently no significant production of lithium-ion battery anode material in North America.

Instead, most graphite sold in North America today is sourced from Chinese producers. U.S. President Joe Biden highlighted this sourcing disparity in a 2022 address:

“The United Stated depends on unreliable foreign sources for many of the strategic and critical materials necessary for the clean energy transition – such as lithium, nickel, cobalt, graphite and manganese for large-capacity batteries,” he said. “Demand for such materials is projected to increase exponentially as the world transitions to a clean energy economy.”

The U.S. Department of Energy is in the process of awarding $2.8 billion to expand domestic manufacturing of batteries for electric vehicles and combat this foreign dependency. Reflex Advanced Materials has identified its Ruby Graphite Project as a prime candidate for U.S.-sponsored initiatives due to the rarity and scarcity of natural graphite deposits in the country.

Processing graphite domestically in the U.S. is expected to provide Reflex Advanced Materials a competitive advantage as manufacturers begin to seek out American supply in the face of increased diplomatic tension. This is critical, as a rise in anode demand is expected to fuel a shortage of 8 million tonnes of graphite by 2040. World Bank Group projects 494% growth in total graphite demand by 2050.

The drug is made from special living cells called Medicinal Signaling Cells (MSCs) that are isolated from fresh bone marrow tissue that has been donated by adult donors aged 18 to 45. After a specific number of expansion cycles, called “passages,” the cells are harvested, separated into specific doses (e.g., 50 million cells), and cryopreserved until future use.

These cells have been shown to have characteristics that allow them to be transplanted from a donor to host without triggering a harmful immune response in the recipient, and they can be administered on an outpatient basis in as little as 40 minutes after thawing. Because of these characteristics, Lomecel-B™ is considered an “off-the-shelf” product.

In some trials, such as for Alzheimer’s disease and Aging-related Frailty, Lomecel-B™ is administered via peripheral intravenous infusion, while, in the Company’s HLHS trial, Lomecel-B™ is administered via direct injection into the heart tissue.

Longeveron estimates the potential market size for Lomecel-B™ in the treatment of HLHS to be up to $1 billion annually, globally.

NanoAb Pipeline: Psoriasis, Asthma and More

The COVID-19 NanoAb development agreement is part of a broader five-year research collaboration agreement signed in March 2022 covering discovery, development and commercialization of NanoAbs for several other disease indications with large market medical needs, including asthma, psoriasis, macular degeneration and psoriatic arthritis.

Scinai has an exclusive worldwide license for development and commercialization of COVID-19 NanoAbs and exclusive options for similar worldwide licenses for NanoAbs for the above mentioned additional large market disorders currently underserved by approved therapeutic antibodies.

Academic research teams from MPG and UMG have verified strong affinity by the new NanoAbs to their biological target molecules and high thermostability. They have also demonstrated strong neutralization by several NanoAb candidates of their respective target molecules. Neutralization studies of the other NanoAbs are expected to begin later in 2022.

Based on the promising results, Scinai will focus development efforts beginning with the following NanoAbs:

  • NanoAbs targeting IL-17 as drug candidates for the potential treatment of psoriasis and psoriatic arthritis
  • NanoAbs targeting IL-13 and NanoAbs targeting TSLP as drug candidates for the potential treatment of asthma

These are conditions for which the antibody target is validated by existing treatments and the mechanism of action is well understood. Both represent large medical needs and growing markets. Scinai anticipates preclinical proof-of-concept for at least one of these NanoAbs in 2023. This is in addition to the aforementioned human clinical Phase 1/2a for the inhaled COVID-19 NanoAb therapy, which is also anticipated in 2023.

CDMO Services

While NanoAb pipeline development is Scinai’s core focus, the company also offers its cGMP manufacturing facility, aseptic fill and finish suite, laboratories and experienced professionals for contract development and manufacturing organization (CDMO) services.
